Job Description

The New York City Housing Authority (NYCHA) is the nation’s largest and oldest public housing authority, with Public Housing and Section 8 Programs that provide housing for approximately 600,000 New Yorkers. NYCHA connects residents to critical programs and services from external and internal partners, with a focus on economic opportunity, youth, seniors, and social services. The Leased Housing Department (LHD) administers NYCHA’s Housing Choice Voucher Program (Section 8). The Section 8 Program provides a rent subsidy, allowing families to pay a reasonable share of the rent with government subsidies making up the difference, up to a maximum amount called the payment standard.

NYCHA is seeking a qualified and dynamic individual to serve as a Staff Analyst, L1 in the Leased Housing Finance Department. LHD Finance is responsible for all aspects of the Leased Housing Department’s budgeting, personnel, subsidy payments, fiscal integrity, compliance, vendor/property change, payment adjustment review/reconciliation processes of the Housing Choice Voucher (Section 8) program.

The selected candidate, with some latitude for independent initiative and judgment, will perform duties under the supervision of the Deputy Director of Leased Housing Finance. Duties and responsibilities include but are not limited to the following:

- Support LHD Finance subdivisions as a back-up which include processing service requests for new and changes to Owner/Property information and reviewing payment adjustments submitted by various business units.
- Maintain and update the in-house policies and procedural documentation.
- Prepare quarterly budget updates for LHD Division Directors.
- Conduct annual exercise to verify/update Owner master data.
- Manage follow-up activities with regards to the debit card user list.
- Field calls and correspondences from section 8 owners.
- Process purchase orders and invoices for payment.
- Prepare monthly payment reconciliation analysis.
- Produce analytical reports to aid the ARR Unit with their needs.
- Outreach to Section 8 Owners for issue resolution as well as confirming/correcting their submissions.
- Produce reports and provide findings/trends as well as recommendations.
- Assist other LHD Finance units with projects and assignments.
- Act as liaison to other NYCHA departments and external stakeholders.
- Represent the division at internal and external meetings as needed.
- Ad hoc assignments as requested by management.

Note: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Staff Analyst to be considered.

Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
