Job Description

The Timekeeping Supervisor is responsible for overseeing the timekeeping operations in the Payroll & Timekeeping Operations Unit’s, ensuring accurate recording of work hours, absences, and leave time. This position ensures that timekeeping systems and processes are compliant with City policies, union agreements, and federal and state labor laws. The Timekeeping Supervisor manages a team of timekeepers, ensures accurate time data entry, resolves discrepancies, and works closely with payroll staff to ensure the timely processing of employee pay.

Key Responsibilities:
- Supervision of Timekeeping Staff.
- Supervise and train timekeeper and other support staff in the accurate recording and processing of employee leaves.
- Provide guidance and support to the timekeeping team, ensuring they follow established policies and procedures.
- Review timekeeping records in CityTime for completeness, accuracy, and compliance with City rules, labor laws, and union contracts.
- Timekeeping Process Management as part of the CityTime Helpdesk team; managing the administration of registered extended leaves such a FMLA, Child Care, PFL etc. Monitor CityTime for errors or discrepancies and work to resolve any issues promptly.
- Oversee the daily operations of the CityTime systems ensuring that employee attendance, overtime, leave, and absences are recorded accurately.
- Ensure that time records are properly maintained, including the proper allocation of paid time off (PTO), sick leave, vacation time, and other leave types.
- Coordinate with various departments to ensure that time-related issues (e.g., shift changes, overtime approvals) are addressed in a timely manner.
- Compliance and Record-Keeping.
- Ensure all timekeeping practices comply with federal, state, and local labor laws, including overtime regulations and collective bargaining agreements.
- Maintain accurate records of timekeeping data for auditing purposes and ensure proper documentation is retained in accordance with City policy.
- Generate timekeeping reports and provide analysis to Senior Director of Payroll & Timekeeping Operations regarding CityTime requests, trends, overtime, and absenteeism.
- Serve as the primary point of contact for WC restoration, DP 2001 processing, pay balance request issues and troubleshooting manual leave adjustments in CityTime.

TO BE CONSIDERED FOR THIS POSITION CANDIDATES MUST BE SERVING PERMANENTLY IN THE TITLE OF PRINCIPAL ADMINISTRATIVE ASSOCIATE, OR BE REACHABLE ON THE PRINCIPAL ADMINISTRATIVE ASSOCIATE CIVIL SERVICE LIST, OR ELIGIBLE UNDER THE 55A PROGRAM.

Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
