Rex and Margaret Fortune School of Education is a comprehensive education system including, non-profit preschools, a network of tuition-free, public charter schools (TK-12th), and a school of education with a masters programs and educator preparations programs accredited by the California Commission on Teacher Credentialing. in Sacramento/San Bernardino County. We prepare students for college starting in preschool Transitional Kindergarten in San Bernardino and Sacramento Counties and are focused on closing the African American achievement gap.

Job Summary: The HR Manager – Certificated Staff (HRMCS) supports the delivery of human resource services with specific responsibility for specialized work related to credentialing of certificated employees, coordinating the credential application process, and ensuring that personnel functions conform to all applicable regulatory requirements. The HRMCS focuses on technical and analytical aspects of teacher qualifications, credential compliance, subject matter competence, and other services related to teacher quality. This job reports to the Director, Human Resources.


Essential Duties and Responsibilities:
  • The HRMCS will administer general human resources duties, such as benefits, employee relations, leave management, worker compensation management, and training.
  • The HRMCS will assist in the review of company policies and practices to suggest changes and deploy new human resources policies and practices. 
  • Develop a wide variety of written materials {e.g. leave information spreadsheets, {certificated), forms, procedures, brochures, pamphlets, etc.) to document activities, provide written references, and/or convey information.
  • Evaluate transcripts for advancement on the certificated salary schedule for proper placement as determined by completed coursework.
  • Inform employees regarding a variety of procedures and program requirements (e.g. job requirements, leave balances, workers compensation, Teacher Induction program, etc.) to provide necessary information for making decisions, taking appropriate action, and/or referring to someone else if appropriate.
  • Maintain manual and electronic documents, files, and records {e.g. personnel files, TB verifications, fingerprinting, leave requests, work hours, vacation/sick time accumulations, etc.) to provide accurate information in compliance with established guidelines.
  • Participate in meetings that involve a range of issues {e.g. personnel actions, regulatory requirements, actions involving outside agencies, inter-department needs, etc.) to develop recommendations and/or support other staff.
  • Prepare a variety of reports and related documents {e.g. audits, reviews, verification requests of employment, folders, paperwork, fingerprint reports, etc.) to provide documentation and information on employee compensation, training, and benefits programs.
  • Act as liaison between employees and management to answer questions or concerns regarding company policies, practices, and regulations.
  • Process, verify, and maintain documentation relating to HR activities such as staffing and mandatory training.
  • Assures that required credentials, licenses, tests, and training are obtained and maintained by employees promptly.
  • Maintains statistical files and charts on salaries and other information for use in the preparation of reports.
  • Initiate follow-up with candidates after official action has been taken as appropriate.
  • Compiles reports for federal, local, and private agencies.
  • Prescreen applicants with Talent Acquisition Specialist for certificated positions to determine if credentialing and minimum qualifications have been met for the position{s) applied for.
  • Provide ongoing monitoring of assignments of certificated personnel to ensure certificated staff members are properly assigned at the school sites.
  • Research information required to manage assignments including reviewing relevant policies and current practices to develop new programs/services, ensuring compliance with legislative requirements, and securing general information for planning and/or responding to requests.
  • Serve as a liaison between Fortune, the County Office of Education, the Commission on Teacher Credentialing, the Teacher Induction Program, and other regulatory agencies to communicate Fortune concerns, needs, and recommendations for Fortune services.
  • Supervise personnel record-keeping procedures {e.g. recruiting, hiring, placing, and promoting personnel, etc.) to ensure compliance with established guidelines.
  • Perform other related duties as assigned to ensure the efficient and effective functioning of the human resource team.

  • Strong teamwork skills are needed, as the HRMCS will work with all levels of employees within the Fortune network.
  • Understanding of California’s regulations regarding certificated personnel including required credentials, types of credentials that are appropriate for employment, and the process of credential filing with the Commission on Teacher Credentialing.
  • Effective communication and interpersonal skills.
  • Effective multi-tasking and working to consistently meet hiring deadlines are important components of this position.
  • Knowledge of generally accepted personnel management practices, fair employment practices, and laws.
  • Common employee benefits plan provisions.
  • State of California credential requirements and processing.
  • Terminology, policies, practices, and procedures of the area to which assigned.
  • Departmental procedures and standing instructions related to work performed.
  • Interpret the policies, procedures, techniques, and rules governing human resources management.
  • Achieve harmony and cooperation in communications with others.
  • Use extreme discretion when dealing with all communications about employees.
  • Prepare professional correspondence for routine communications with staff and the public.
  • Convey technical concepts to others, deal with sensitive and confidential information.


Education and Experience
  • Bachelor's degree is required, along with

  • MINIMUM 3-5 years of Human Resource experience.
  • SHRM-CP or PHR Preferred
