Workforce Planning Consultant

IT Concepts is looking for an experienced Workforce Planning Consultant to support our VA-ESOM-End Point Support and Operations Monitoring contract. The role involves developing and implementing strategic recruitment objectives while analyzing workforce data to determine staffing needs and optimize recruitment activities aligned with ESOM's business strategy. This position requires providing expert advice on appointment mechanisms to attract highly qualified candidates and mentoring team members in workforce planning, policy formulation, and the contractor recruitment process. Additionally, the role emphasizes collaboration with Business Operations functions to support the modernization of IT services across the VA, ensuring resource allocation meets customer demands and growth opportunities.

Responsibilities:

·        Develop and implement strategic recruitment objectives, monitoring assigned program recruitment activities and analyzing recruitment methods. 

·        Provide expert advice on a variety of appointment mechanisms to attract highly qualified incumbents for approved contract appointments. 

·        Ensure resource allocation is always in line with ESOM’s business strategy and customer demand signals, CDF / growth opportunities, etc. 

·        Analyze current workforce data to determine the staffing needs and advising on the full range of recruitment activities. 

·        Forecasting: Work closely team members to assist use of analytics to forecast workforce needs and upskilling requirements. 

·        Ensure effective collaboration with other Business Operations functions to support and scale OIT mission “Modernize & standardize IT Services & Support across VA”. 

·        Mentor team members; and establish standards / framework for: 

·        Strategic workforce planning efforts and expert knowledge. 

·        VA ESOM contract human capital program, including recruitment, retention, position classification and related activities. 

·        Policy driven workforce decisions (PD formulation and alignment of roles), Interactive training, team building, and workshops.  

·        Contractor recruitment process encompassing current and future workforce needs including upskilling requirements. 

·        Current workforce data analysis and derivation of staffing needs. 

·        Standardize / re-use position descriptions  

·        Demonstrate a commitment to quality and customer support through close collaboration with team, including tasks for to support workforce optimization. 

Location: This position can be performed in a remote working environment and will be supporting Eastern Time working hours.

  • Master’s degree in computer science, electronics engineering, human resources or other engineering or technical discipline is required. (10 years of additional relevant experience may be substituted for education) 
  • 10 years of relevant experience. 
  • Integrate system and design thinking approaches 
  • Examine internal and external drivers 
  • Proven experience in: 
    • MS Office Suite (Excel, PowerPoint, Word) 
    • Workforce Forecast accuracy, Trend Analysis (seasonal or otherwise), Skills-Matrix, capacity-gap & upskilling plan. 
    • Staff-level optimization, Compliance reporting, Health & Wellness. 
    • KPI on strategic goals & efforts, example AES Score, Rate of recruitment, retention & reward 
    • Policy adherence metrics, rule-based workflow, Training calendars, Vendor management, skills-gap analysis. 
  • Customer Service mindset, Decision Making, Flexibility. 
  • Quick Learner with Integrity/Honesty, good communication and interpersonal skills 
  • Industry knowledge and/or U.S. Government security controls and best practices. 
  • Strong problem-solving, coaching, and teamwork skills. 
  • Excellent oral and written communication skills to include reports and visualizations to support analysis, reporting, and briefings. 
  • Must be US Citizen or Green Card Holder.

Preferred: 

  • Experience supporting a federal client. 
  • Experience with IT asset management 

 

Clearance requirements

  • Ability to obtain and maintain Public Trust Clearance.
