Pay Range

 $93,090 - $113,988

This is the lowest to highest salary range in good faith we believe would pay for this role at the time of this posting.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

 

Job Description

We have an opening for a Strategic Partnership Projects (SPP) Specialist to work in a dynamic and fast paced environment. You will be responsible for supporting efforts in the preparation, review, validation, and approval of SPP proposals, contracts, and funding actions.  This position is in the Budget/Strategic Partnership Projects (SPP) Division of the Office of the Chief Financial Officer (OCFO) Organization.

You will

  • Represent the Laboratory as the business and financial point of contact in the preparation, review, validation and approval of SPP proposals.
  • Provide consultation to Laboratory program/resource personnel and a wide variety of sponsors in the selection of the appropriate agreement instruments. Negotiation of applicable financial terms and conditions, and awarding of agreements within assigned level of signature authority.
  • Administer and execute moderately complex contracts and agreements with Laboratory SPP sponsors from award through close-out.  Related activities include processing amendments and change orders, assisting with invoice schedules for payment, facilitating close-outs, and providing guidance and counsel as needed to external sponsors as well as Laboratory and OCFO personnel.
  • Gather, clarify, and analyze financial information including funding, costing, and workforce data. Provide analyses and relevant information to ensure resolution of customer and/or sponsor issues.
  • Establish, maintain, and provide accurate, detailed financial data, records, and reports for the Laboratory and external entities including DOE/NNSA, SPP sponsors, and audit agencies.
  • Participate in cross-functional teams identifying and implementing and making recommendations to new/revised business process changes and requirements.
  • Perform other duties as assigned.

Qualifications

  • Bachelor's Degree in Business Administration, Accounting, Finance, or related field, or equivalent combination of education and related experience and training in accounting/finance, procurement, project management, or auditing.
  • Ability to successfully negotiate and administer contractual agreements.
  • Experience interpreting policies, procedures, and other regulatory orders/guidelines in order to ensure work is executed properly.
  • Experience at compiling and analyzing financial data and information and demonstrated expertise in problem solving and analytical skills.
  • Effective interpersonal communication skills in both verbal and written forms necessary to tactfully establish and maintain effective work relationships.  Adept at providing advanced customer service to a wide variety of personnel, internal and external to the Laboratory.
  • Effective organizational skills including the ability to determine priorities with minimal assistance, process multiple tasks simultaneously, and meet all deadlines.
  • Ability to support decision making, identify innovative solutions, and accurately assess problems and make prudent decisions.

  • In-depth experience with LLNL and DOE/NNSA policies and procedures, financial aspect of contractual terms and conditions, and Contract No. DE-AC52-07NA27344 requirements.

This position requires a Department of Energy (DOE) Q-level clearance.  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Depending on your job duties, you may be required to work in a Limited Area where you are not permitted to have a personal and/or laboratory mobile device in your possession.  This includes, but not limited to cell phones, tablets, fitness devices, wireless headphones, and other Bluetooth/wireless enabled devices.  

If you use a medical device, which pairs with a mobile device, you must still follow the rules concerning the mobile device in individual sections within Limited Areas.  Sensitive Compartmented Information Facilities require separate approval. Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
