Overview

The Sierra Lobo Rocket Technology and Engineering Services II (RTES II) contract provides advise and assist services (A&AS) at the Air Force Research Laboratory (AFRL) at Edwards AFB, California. AFRL conducts rocket propellant and rocket propulsion research, as well as developing associated test processes and facilities.

 

Provide Test Safety Engineer advisory and assistance support to the Safety and Health Office (Det 7/SE) of the Air Force Research Laboratory (AFRL) Rocket Lab, Edwards AFB, CA. 

 

Sierra Lobo, offers customers a full range of professional and technical capabilities, including Test and Evaluation, Systems Engineering, and Advanced Technologies.  We also develop products and processes related to Cryogenic Fluid and Thermal Management Systems, Densified Propellant Management Systems, and Prototype Extreme Pressure and Temperature Systems.  Our customers include the Department of Defense (DoD), the U.S. Air Force, U.S. Navy, U.S. Army, Missile Defense Agency (MDA), and the National Aeronautics and Space Administration (NASA).

 

This position will be located at Edwards AFB, CA.

Responsibilities

DUTIES AND RESPONSIBILITIES

 

The Test Safety Engineer will represent the government in a non-decision making, advisory and assistance role, providing technical, analytical, safety and health support to enable and accomplish the AFRL RQ-W rocket propulsion technology research, development, and test mission.  Duties will include the following:

  • Conduct technical, safety and health studies, analysis, review and assessment of projects involving rocket propulsion systems, subsystems, and components. 
  • Assist Safety Review Boards (SRB) or Process Safety Management (PSM). Provide assessments to assist Det 7/SE in decision making.
  • Assist Det 7/SE with in-house projects’ safety requirements and management.
  • Review/evaluate/develop hazard and safety analyses, test and experimental design, component requirements, verification and validation plan, schedule, checklists, methods and procedures, test processes and recommend risk mitigation to eliminate or reduce potential risk to personnel, facilities, and environment to minimize project cost and schedule impact.
  • Review contract proposals and projects including technical, safety and health schedule, performance, analysis of other governmental organizations and contractors for both in-house and external activities.  Provide recommendations on the safety and health requirements.
  • Advise and assist customers with developing safety and health requirements, program milestones, schedule, safety and test reviews, test safety review processes and Process Safety Management.
  • Assist Det 7/SE by providing the safety review results to customers, leadership, and management at the program milestones (e.g., PDR, CDR, FRR, TRR).
  • Advise and assist customers on test safety and health during the planning and execution of experimental and test operations.
  • Assist Det 7/SE with technical analyses, safety assessments, inspections and safety investigations.
  • Represent Det 7/SE in monitoring test operations and assisting the test team with the safety and health requirements.
  • Promptly advise the Work Plan Manager and Chief of Safety concerning all safety issue conflicts for resolution.
  • Performance may exceed a standard 40-hour week in support RQ-W mission, contingencies or other emergencies with no/short notice.

Qualifications

REQUISITE SKILLS

 

  • Extensive experience in rocket propulsion systems design and testing, test safety engineering, and the test safety review process.
  • Familiar with the Air Force acquisition process, test safety review process, Safety Review Board (SRB), Process Safety Management (PSM), and project management.
  • A working knowledge of OSHA General Industry (29 CFR 1910) standards, Air Force Instructions (AFI’s), DAFI 91-202/AFMC Supplements, Mil-Std-882, DESR_6055.09_DAFMAN91-201, and other applicable safety standards and codes related to rocket propulsion systems.
  • Excellent time management, communication, and organizational skills. 
  • The candidate shall have a good command of Microsoft Office software (Word, Excel, and PowerPoint).
  • A high proficiency with the English language is required.
  • The candidate shall be able to operate in a team environment, and shall have good interpersonal, reporting and communication skills (written and verbal).

 

QUALIFICATIONS

 

  • Candidates must have a B.S. degree in a relevant field, preferred in mechanical engineering, with a M.S. desired, and/or demonstrated equivalent experience in test safety engineering.
  • Mid-Career Level, 5 – 15 years’ experience.
  • Interest in working in a dynamic rocket test environment.
  • The candidate must be a US citizen
  • Must obtain a US DoD security clearance.
