IntroductionThe Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. Brown leads the Office with a critical focus on equity, justice, and fairness.GRADE19LOCATION OF POSITION200 St. Paul PlaceBaltimore, Maryland 21202Main Purpose of JobOAG is seeking qualified candidates for the position of Fiscal Services Administrator. This critical role supports the financial responsibilities of the OAG, ensuring the accuracy and compliance of financial transactions within the State Financial Management Information System (FMIS). Key financial transactions include accounts receivable and accounts payable; journal entries; wire transfers and deposits; reconciling revenue and general ledger accounts; overseeing payroll operations; working fund oversight; grant preparation and reporting; and budget preparation assistance. The position ensures adherence to Generally Accepted Accounting Principles (GAAP). In addition, the position will support the Director of Budget and Fiscal Services, the Chief Operating Officer, and the Attorney General in the development, tracking, and maintenance of an agency working budget to ensure agency spending and allocation priorities are met.POSITION DUTIES• Assist in the preparation of the annual operating budget request, reviewing and verifying the request for reasonableness, adequacy of supporting documentation, and accuracy and completeness of required forms and information in the State’s budget system.• Assist with the Agency’s Procurement Process.• Prepare grant applications; maintain records on grant awards and expenditures; and prepare grant reports for awarding agencies.• Participate in the Accounts Receivable and Accounts Payable processes.• Prepare daily check logs for deposits and enter deposits into FMIS.• Review and approve timesheets and payroll adjustments, including employee leave payouts and retroactive transactions.• Generate and maintain various financial reports, prioritizing accuracy and compliance.• Provide information for the agency’s budget & financial planning.• Manage the agency working fund, including issuing checks, performing monthly reconciliations, and preparing reimbursement requests.• Manage agency petty cash, including performing monthly reconciliations.• Participate in the audit process of agency fiscal operations.• Act as a liaison with information processing and fiscal control agencies.Minimum QualificationsEducation: A Bachelor’s degree in accounting from an accredited college or university, including or supplemented by three credit hours in auditing.Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.Notes• Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.• Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974, will be considered to have met the educational requirement referenced above.• Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.• Applicants may substitute one year of professional auditing experience for one year of the required experience.• Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.Desired Or Preferred QualificationsThe ideal candidate will possess:• A minimum of three years of experience in accounting or fiscal work.• Experience with the State of Maryland State Financial Management Information System (FMIS).• Experience with budget management, budget/fiscal policy, and financial principles.• Excellent communication and collaboration skills.SELECTION PROCESSApplicants who meet the minimum and selective qualifications will be included in further evaluation.
