Position Title: EXL Associate Director
Reports to: EXL Deputy Director
Position Summary: The Associate Director (AD) will oversee and guide a team of 5 - 8 managers supporting Site Coordinators with operational, programmatic, and administrative functions of BACR’s Expanded Learning (EXL) programs within designated school districts in the East Bay. Reporting to the Deputy Director, the AD will ensure the successful delivery of after-school programs that align with BACR’s mission of supporting holistic growth for children and youth. This position is key in fostering positive relationships with school districts, funders, and community partners, as well as supporting team collaboration and accountability while maintaining high program quality standards and fiscal responsibility. This is an exciting opportunity to take on a leadership role in BACR’s Expanded Learning programs, driving the success of initiatives that positively impact the academic and personal development of youth across the East Bay.

Responsibilities:
Program Planning and Implementation:
- Collaborate with the Deputy Director and the management team to plan, implement, and evaluate programs that align with BACR’s mission to foster positive youth development.
- Provide strategic direction and guidance to program design, ensuring alignment with BACR’s goals and district requirements.
- Oversee the execution of new initiatives and ensure they are implemented successfully at assigned schools.
- Co-lead systems implementations and processes of improvements to enhance program quality and impact.
Team Leadership and Development:
- Supervise and mentor a team of 5-8 managers, fostering a high-performing, cohesive team that meets operational and programmatic goals.
- Provide managers with ongoing thought partnership, offering strategic input on program development and goal-setting to identify strengths and growth areas.
- Support managers in developing plans to enhance program quality and impact.
- Work closely with the EXL leadership team to ensure managers receive external training and resources for continued growth.
- Collaborates with the Deputy Director to ensure reflection, assessment, and planning for the upcoming year.
- Support managers in professionally resolving staff issues, ensuring all parties are informed, and escalating situations where problems are complex.
- Participates in committees to support high-level staff engagement in agency-wide initiatives.
- Co-lead the monthly meetings and training sessions for managers, fostering a culture of learning and growth to implement program goals effectively.
Internal and External Relationships:
- Serve as a key point of contact for district partners, funders, and other stakeholders working directly with designated schools.
- Foster strong relationships with district partners, ensuring timely communication regarding program updates, challenges, and successes.
- Collaborate with district staff to ensure program alignment, adherence to contractual agreements, and meeting community needs.
- Actively participate in partner meetings, committees, and events.
- Constantly communicate with the People & Culture (PAC) team to ensure smooth operations and prevent staff issues.
- Actively engage in DEIB efforts to ensure these values are embedded in program operations and team culture.
- Co-facilitate focus groups to strengthen cross-industry initiatives, ensuring alignment with organizational goals.
- Attend professional conferences to stay informed about industry trends and network with potential partners, subcontractors, and community organizations.
- Conduct monthly site visits to observe program implementation, assess quality, and strengthen relationships with district partners and school staff.
Fiscal Management and Budget Oversight:
- Collaborates with accountants in developing program budgets.
- Give the final approval of the subcontractor agreements in SalesForce.
- Work closely with the Operations Director to assist managers in tracking expenses, managing costs, and ensuring fiscal compliance.
- Help ensure all contracts and financial agreements are met and assist with budget closeout processes.
Administrative Compliance and Reporting:
- Ensure that all program operations are in compliance with district policies, state regulations, and grant requirements.
- Monitor program adherence to safety and internal operational protocols, addressing any challenges promptly and effectively.
- Work closely with the Deputy Director and Contracts Department to ensure contracts are executed, monitored, and reported accurately.
- Assist with program evaluation and reporting efforts by ensuring managers provide data and analysis for continuous program improvement.
- Oversee the approval of timesheets for managers, ensuring accurate tracking of hours worked.
- Review and approve expenses for new managers, ensuring that program spending aligns with budget guidelines and grant requirements.
Program Development and Evaluation:
- Take a lead role in managers' ongoing performance evaluation, including tracking achievements and improvement plans.
- Collaborate with the Deputy Director and EXL leadership team to assess program effectiveness and implement changes as necessary.
- Engage in regular self-assessment and continuous learning to stay informed on industry best practices and trends.
- Oversee the preparation and submission of quarterly and annual grant reports and ensure timely RFP submissions for local and State funding opportunities.
Knowledge and Skills:
Required:
- Minimum of 5 years of experience managing expanded learning programs and overseeing teams across different schools.
- Strong background in EX funding legal and ethical professional standards.
- Experience applying for and obtaining public and private grants
- Experience collecting, analyzing, and reporting data for impact, continuous program improvement, and performance evaluation.
- Strong leadership skills with the ability to inspire a team to promote accountability and a positive and collaborative team culture.
- Strong experience in budget oversight ( $3 - $5 million) and grant reporting.
- Knowledge of district-specific requirements and challenges, especially in West Contra Costa, Oakland, and other East Bay districts.
- Expertise in facilitating team meetings and supporting staff professional development.
- Experience in collaborating and networking with external partners.
- Excellent written and verbal communication skills, with the ability to engage stakeholders at all levels.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint), GSuite, and Salesforce (or similar platforms).
- Ability to handle multiple projects simultaneously and meet deadlines.
- Must have a reliable vehicle and valid car insurance for travel between program sites.
