The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The ACS Office of Adoption & KinGAP Support Services (AKSS) within the Division of Family Permanency Services (FPS) is dedicated to increased rates of permanency and reduced lengths of stay for children in foster care, as well as the provision of post adoption assistance. The Division of Family Permanency Services is seeking a highly motivated individual with extensive knowledge of the Adoption Subsidy process to function as the Post Adoption Subsidy director. The Post Adoption Subsidy Director under the supervision of the Executive Director of AKSS with wide latitude for independent judgement and initiative will supervise the Adoption Recertification Unit and Post Adoption Subsidy Unit.
The post adoption subsidy and amendments unit is responsible for changes to the adoption subsidy after permanency has been achieved. These changes may include but are not limited to death of an adoptive parent, Change of Payees from Adoptive parent to Guardian, from Guardian to Guardian, from Adoptive parent to young adoptees and Adoptive Parents to Representative Payees. Additionally, the unit completes the ICAMA (Interstate Compact on Adoption and Medical Assistance) process which entails referring families who have relocated outside of the NYC area with medical referrals for coverage in their new state to OCFS.
The Adoption Recertification Unit is responsible for reviewing the yearly notification submitted from the Adoptive Parent showing that they are providing financial support to the adoptive child and that the child is enrolled in an appropriate education setting.
The Director of the Adoption Subsidy Unit will:
Review and Monitor the Recertification team monthly cases
Review and monitor the Post Adoption Payments Change of Payees, ICAMA’s, Upgrades
Troubleshoot with OCFS, HRA, OOA, Financial services, Medicaid, FCLS, Education Unit, and SSO
Receive calls from adoptive parents, agency staff, the courts, hospitals, schools regarding post adoption concerns
Review and submit address changes
Interview incoming candidates for vacancies
Provide training and onboarding of new staff
Provide monthly unit data for Executive Director
Review and monitor staff time and leave
Conduct biweekly supervision and monthly staff meetings
Manage the daily Operation of the Adoption Subsidy Recertification Unit administrative functions, staff meetings, disciplinary issues.
Manage daily operations of the Adoption Subsidy Review Unit, administrative functions, staff meetings, disciplinary issues, and fill in on key roles and issues.
Provide monthly recertification data.
Provide monthly report to the Executive Director of Adoption and KinGAP Support Services.

A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
