The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Contract Services Liaison supports the Division of Child Protection (DCP) as a member of the DCP Contract Management team. The Contract Services Liaison provides important support to meet goals including high quality contracted services delivered effectively and efficiently, and timely appropriate payments for these services. The ideal candidate will be experienced working with Human Services providers, not-for-profit organizations, for-profit vendors, MWBE businesses, and other contractors that perform important services under contract with New York City.
The Contract Services Liaison has the following responsibilities:
- Use specialized software: Access, review, and record information in City of New York systems of record and business systems including PassPort, FMS, CS900, CityTime, LTS, MS Teams, and
other digital systems.
- Invoice review and tracking: Review detailed invoices, document any gaps, document next steps clearly and timely.
- Reporting and documentation: Prepare and disseminate reports on contract performance, status and compliance to management and relevant stakeholders.
- Research: Conduct research to address contracting questions by using internal digital systems, the internet, telephone outreach, and work groups with internal partners.
- Training guidance: Support delivery of training and guidance to internal staff on contract policies and procedures.
- Troubleshooting: Identify and work to resolve miscommunications and locate missing documentation, for example to resolve inquiries such as invoices that do not match purchase orders.
- Compliance monitoring: Monitor and document contractors’ compliance with laws, regulations and organizational policies as directed.
- Budget monitoring: Review budget, identify shortfalls or underspending, identify changes over each quarter and compare year to year.
- Performance monitoring: Monitor and document contractors’ performance considering contractual obligations and service level agreements.
- Communications: Communicate professionally, clearly, accurately, and with sensitivity, both orally and in writing.
- Business relations: Build appropriate and collegial professional relationships with business contacts including coworkers, business partners, vendors, and internal and external oversight contacts.
- Dispute resolution: Support timely resolution of contract-related disputes as directed.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
