Come Join the DES Team!The Department of Economic Security, Division of Aging and Adult Services, seeks an experienced and highly motivated individual to join our team as an Human Resources Supervisor. This position is responsible for managing Human Resources (HR) activities and functions. DAAS supports at-risk Arizonans to meet their basic needs and to live safely, with dignity and independence.Under the direction of the division Human Resources Business Partner (HRBP), the HR Supervisor will provide guidance and counsel to the managers, supervisors, and employees within the various Administrations in the division. This position will analyze data and prepare written reports on issues such as turnover, leave usage, tracking of Employee Relations actions and other information that would be valuable to management. This role will be responsible for day-to-day operations including HRIS data integrity, personnel actions and recruitment and selection.This position may be available for remote work within Arizona (One (1) day per week in office/hoteling)The State of Arizona strives for a work culture that affords employees flexibility, autonomy, and trust. Across our many agencies, boards, commissions, many State employees participate in the State's Remote Work Program and are able to work remotely in their homes, in offices, and in hoteling spaces. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.Job Duties:Essential duties and responsibilities include but are not limited to:• Oversee and provide advice and counsel to division management and employees in matters of Talent Acquisition, Employee Relations, Classification and Compensation.• Analyzing data and preparing written reports on issues such as turnover, leave usage, tracking of Employee Relations actions and recruitment.• Conduct Employee Relations investigations and provide guidance to managers, supervisors, and employees.• Develop and implement recruitment strategies and review potential hires.• Conduct scheduled meetings with direct report(s), as well as participate in meetings with division personnel when required.Knowledge, Skills & Abilities (KSAs):Knowledge of:• Federal and State laws, rules, regulations, policies and procedures related to work assignment.• Current principles, practices and methods used in the administration of an HR program to include: Heavy Employee Relations and Talent Acquisition.• Recruitment and hiring best practices.• Employee Relations, Progressive Discipline and investigative interviewing techniques and practices.Skill in:• Communicating effectively through oral and written mediums.• Establishing priorities among conflicting needs.• Preparing written reports and business correspondence.• Analyzing data and reports.Ability to:• Be unbiased, objective, and thorough when working with employee relations issues or conducting investigations.• Analyze specific problems and determine acceptable solutions.• Work on multiple projects simultaneously and prioritize workload.• Demonstrate continuous effort to improve operations and streamline work processes.Selective Preference(s):The ideal candidate for this position will have:• Five (5) or more years of experience in relevant area with increased responsibility over time, requiring at least two (2) years specialized experience in area of assignment; Bachelor's degree in relevant field may substitute for two (2) years of specialized experience.• Relevant Human Resources Certification.Pre-Employment Requirements:• This position will require a current, valid Arizona driver’s license. This position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.)
