Administrative Officer I

This position is located at Orange Correctional Center, Hillsborough, NC in Orange County.  This is a minimum-security facility that houses up to 180 regular population offenders and has 40 restrictive housing beds.  The primary responsibility of the Administrative Officer I is to administer and manage the complete Business and Personnel management functions at Orange Correctional Center.  This position will have management and supervisory responsibility for budgets, accounting, personnel, canteen, clotheshouse, mailroom, and trust fund.  This position will assign and monitor the work efforts of subordinate staff.  Will be responsible for the functions of planning and monitoring budgets, approval of expenditures, purchasing of supplies and equipment, inventories, establishment and monitoring of temporary employees, fiscal audit functions, canteen, mailroom and warehouse/clotheshouse operations.  This position will oversee the overall personnel operations to include hiring, benefits, timekeeping, Fiori, and staff disciplinary actions.This is a full-time position (40 hours per week) with State Benefits.ÂÂNote to Current State EmployeesThe salary grade for this position is NC11. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position.  If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity.  Based upon these factors, a pay increase MAY result.The Knowledge, Skills and Abilities listed below, along with the Minimum Education and Experience requirements, are REQUIRED to qualify for this position.  We will not review resumes in lieu of Experience and Education listed on the application.ÂTo qualify for this position, applicants must document on the application that they possess ALL of the following:Documented experience in Human ResourcesDocumented computer skills with Microsoft Word, Excel and OutlookManagement PreferencePreference will be given to candidates who have experience in supervising subordinate staff.Some state job postings say you can qualify by an "equivalent combination of education and experience".  If that language appears below, then you may qualify through EITHER years of education OR  years of directly related experience OR a combination of both.  See oshr.nc.gov/experience-guide for details.Bachelor's degree from an appropriately accredited institution and one year of experience in HR, budgeting, research or administrative management; or an equivalent combination of education and experience.ÂÂDepartment of Adult Correction is one of the largest state agencies with more than 19,000 employees. It is responsible for safeguarding and preserving the lives and property of its citizens through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced after conviction for violating North Carolina laws.  This department includes State Prisons with custody, healthcare, and facility operations staff as well as the division of Community Supervision.  Other divisions include Administration, Compliance & Accreditation, Comprehensive Health Services, Internal Affairs & Intelligence Operations, Post-Release Supervision & Parole Commission, and Rehabilitation & Reentry.
