The ideal candidate for the Fiscal Analyst 4 role will possess a strong background in fiscal management and analysis. They should have extensive experience in collecting, reviewing, and making recommendations for cost allocation plans, particularly in the context of Federal grant sub-recipients. The candidate must be proficient in handling cash receipts, inter-agency payments, and performing general ledger corrections. Additionally, they should be adept at managing monthly manual allocations and annual fiscal close activities. The ideal candidate will be detail-oriented, analytical, and capable of working independently while effectively supporting the FA 5.This is a full-time position that is primarily remote/telework but may require you to report to the office on occasions for special meetings and/or events. Your responsibilities will include collecting, reviewing, and making recommendations for the approval of cost allocation plans from the department’s federal grant sub-recipients. Additionally, you will manage cash receipts, inter-agency payments, and perform general ledger corrections. You will also handle monthly and annual allocations, as well as annual fiscal close activities.Some of your daily tasks include, but not limited to:• Develop and implement cost allocation plan and methods in compliance with Federal circulars and Code of Federal Regulations.• Analyze reports and reconcile assigned general ledger accounts to ensure accurate accounting records.• Monitor, review and process financial documents; ensure department complies with cash handling policies by providing administrative account coding for daily cash receipt deposit from ESD treasury unit.• Reconcile cash log totals with the Cash Receipt Journal daily and prepare A8 and corresponding Toolbox entries for upload into AFRS with all necessary backup documents.• Respond to questions regarding compliance with financial or administrative requirements; coordinates financial procedures with department staff.Please click here to request a complete detailed description of the position and its duties.Required• A Bachelor's degree, and 18 quarters or 12 semester hours in accounting, auditing, or budgeting.• AND three (3) to four (4) years of relevant professional experience. Professional experience may substitute for education but not for the credit hours.OR a combination of education and/or relevant experience totaling at least seven (7)years.Education to Experience Equivalences:Associate Degree = 2 years | Bachelor’s Degree = 4 years | Master’s = 5 yearsPreferred/Desired Qualifications:• A Master’s degree in a financial related field, certification as a public accountant, internal auditor, certified governmental financial manager, or management accountant can be substituted for professional experience but not for the required credit hours.• State accounting experience is preferred.Additional Requirement of Employment:• Must pass Unemployment Insurance Claim and Benefit Review (UI Fraud Check).• Internet service with speeds of 30mbps download and 2MB upload.
