Senior Program Analyst (Hybrid)

First Division Consulting is hiring a Senior Program Analyst located in the DC Metro Area.

This position involves providing acquisition and logistics analysis support to the Naval Sea Systems Command (NAVSEA) PMS 408 - Naval Expeditionary Missions (EXM) Program Office. The role includes ongoing analytical support, acquisition, and logistics program management, as well as administrative support for various program objectives. Key responsibilities include delivering comprehensive analysis, aiding in the management of acquisition and logistics projects, and collaborating closely with team members to ensure effective program execution and management.

The Contractor Shall:

  • Support execution of acquisition and logistics management across a portfolio of Navy Expeditionary Medical Systems.
  • Coordinate product development/procurement and tasking across the DoD acquisition process and life cycle phases.
  • Assists with developing product contracting strategy, prepares programmatic documents, and coordinates activities with program stakeholders.
  • Supports technical evaluations and document writing as required.
  • Participates or facilitates working groups, product IPTs, test events, test reviews, and product demonstrations.
  • Support development of Work Breakdown Structures to make complex projects and procurement strategies manageable and approachable.
  • Support preparation of formal Program Management briefings and status reports using Microsoft 365 applications.
  • Retrieve and analyze data to support the tracking of metrics such as return costs; churn; approval rates; responsible growth; and production metrics including Drawings and Integrated Logistics Support requirements.
  • Maintain Authorized Medical /Dental Allowance Lists (AMAL/ADAL) or Table of Allowance Lists (TOAs), equipment Allowance Change Requests (ACRs), and support associated planning efforts such as monthly AMAL/ADAL status meetings and process improvement events. Provide interface support to identify changes to procurements and modifications to AMAL/ADAL strategies. Attend or facilitate AMAL/ADAL reviews and working groups/summits as required.
  • Develop and identify recommendations to resolve emergent Program Office problems involving medical systems. Provide evaluation of technical issues, identification of milestones, determination of critical paths, and evolution of top-level documents pertaining to system equipment lists.
  • Review and support equipment procurement cost and performance reports, return cost data, lessons learned and hot-wash reports. Prepare recommendations for planning process improvements and provide inputs to specified databases.
  • Support in the preparation of periodic budget submissions, Program Objectives Memorandum/Program Review preparation and submittals based on alterations, sustainability and midlife plans and programs.
  • Draft and maintain the Plan of Action and Milestones for assigned systems and bi-weekly program status briefs.
  • Support maintaining configuration control of documents and systems.
  • Support preparation of plans for product risk mitigation.
  • Follow established procedures and provide creative input on new approaches to fulfill project goals.
  • Support system engineering and design of materiel solutions for installation onboard Navy Platforms.

In addition to the technical qualifications, we seek candidates who can work independently or in a small team setting that can use problem-solving skills and adapt quickly to changing priorities. Must have effective communication and organizational abilities that are essential for collaborating with diverse teams and stakeholders. This role offers a hybrid work schedule, allowing for a combination of remote and on-site work to provide flexibility while ensuring the mission's success.

  • Bachelor’s Degree with 8+ years relevant experience or Associate’s degree and 12+ years relevant Acquisition and Logistics Planning experience.
  • (Preferred) Equivalent or experience commensurate with DAWIA Level II certification in Acquisition Career Field or Project Management Professional (PMP) Certification.
  • (Preferred) Familiarity with Navy Bureau of Medicine and Surgery (BUMED)/Budget Submitting Office (BSO)-18; and NAVSEA HQ.
  • Secret security clearance is required.
  • Travel: Requires local area travel with occasional travel CONUS (approximately 10%).
  • Able to work onboard Navy ships or other platforms for short testing periods.

Physical Requirements:

  • While performing the duties of this job, the employee may be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard.

  • Light to moderate lifting may be required.
  • Regular, predictable attendance is required; including quarter-driven hours as business demands dictate.
