Northrop Grumman’s Mission Systems (NGMS) sector is looking for a Manager, Programs 3 to support the Capability, Maturation, Alignment and Deployment (CMAD) Business Unit (BU) under Emerging Capabilities Development (ECD) onsite in Linthicum, MD. The selected candidate will lead the Product Line Strategy team within the Product Line Alignment Operating Unit. This position will require strong interaction with cross-functional organizations while balancing customer needs and business objectives to further Product Lines across NGMS sector.
What You'll Get to Do:
Primary responsibilities are the management of the Product Line Strategy team (functional), performance of the Product Line Alignment organization, and strategic planning for CMAD and include, but are not limited to:
- Develop short-term and long-term key Product Line priorities with cross-functional partners (Division Leadership, Engineering, Global Supply Chain, Manufacturing, Quality & Mission Assurance, Sector Growth, Business Management).
- Define and shape the Product Line (PL) adoption strategy for teams across the NGMS sector.
- Deliver presentations to executive leadership, customers, and stakeholders.
- Provide PL principles, processes, guidance and practices, and the adoption process and identify where deviations may need to occur to meet specific needs.
- Define product line measurements and reporting for performance.
- Create new training materials including tools, templates, techniques, and processes.
- Interface with senior technical and business leaders to provide guidance on their role in the PL process and ensure successful transition to product line engineering for their teams.
- Lead PL Communications, working with sector and corporate level communications teams.
- Represent NG at internal and external conferences related to PL Engineering.
- Ensure our product line engineering strategy is aligned with digital transformation.
- Manage the Product Line Alignment organization’s financial plans.
- Facilitate Sector Level Product Line Council charter and execution.

Basic Qualifications:
- Bachelor's Degree and 8 years of relevant experience or a Master's Degree and 6 years of relevant experience.
- Technical and organizational strategy experience.
- Must have leadership or management experience and comfortable working in an Agile team environment.
- Exceptional verbal, written communication, and presentation skills.
- Strong problem-solving skills: Identify and resolve complex business challenges.
- CAM experience.
- Working knowledge of Confluence and sharepoint.
- Systems, Software or Hardware Engineering skills to include Process development and Software development tools, methods, and best practices.
- US Citizenship.
- Ability to obtain and maintain a Secret Clearance after starting.
Preferred Qualifications:
- 2+ years of product line engineering experience internal or external to NGC.
- Experience working with the following Northrop Grumman processes: Business Acquisition Process (BAP), Program Execution Framework (PEF), Principles and Operating Procedures (PrOP).
- Active in the PLE Community of Practice (CoP) or presented PLE content at relevant industry conferences or NG Symposiums.
- Experience in one or more of the following areas:
- Coach for Agile, MBx, or other initiatives related to Digital Transformation.
- Leading organizational change, in partnership with executive management and technical leadership.
- Requirements management methods and tools.
- Systems and software architecture development and Model-based Engineering (MBE) methods and tools, such as IBM Rhapsody, Cameo, etc.
- Exposure to some of the following:
- Traceability across the systems and software engineering lifecycle.
- Engineering processes and governance.
- Configuration and temporal management methods and tools, such as IBM ClearCase, Git, etc.
- Scrum Master or Agile Practitioner Professional certification.
- Earned Value Management Professional certification.
- Project Management Professional (PMP).
- Program Management Professional (PGMP).
- Certified Systems Engineering Professional (CSEP).
Salary Range: $178,500.00 - $267,700.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
