Web Development Project Manager (Federal Government)

Ripple Effect is looking for a Web Development Project Manager (Federal Government) with six years of experience to support our client’s mission. This role will work closely with our Digital Transformation team to lead projects that include web design, web development, UI/UX, and effective documentation, in addition to other tasks.

General Information 

Responsibilities 

  • Project Planning & Coordination:
    • Define and track web development project scope, objectives, timelines, and deliverables.
    • Develop comprehensive project plans, including schedules, resource allocation, and risk management strategies.
    • Manage project budgets, ensuring all costs stay within allocated budgets. Ensure the effective use of resources, including human resources and technology tools.
  • Team & Client Management:
    • Lead and manage web development teams, assigning tasks and ensuring workloads are balanced.
    • Foster a collaborative and productive team environment, promoting effective communication.
    • Conduct regular team meetings to track project progress, address issues, and adjust plans as necessary.
    • Act as the main point of contact between clients and the development team, communicating project updates, timelines, and deliverables.
    • Ensure client requirements are clearly understood and incorporated into the development process.
  • Quality Assurance & Risk Management:
    • Develop standardized workflow processes and metrics to ensure effective task management, quality assurance, cost control, and timely delivery.
    • Oversee the testing process to ensure the final product meets the highest quality standards.
    • Identify potential risks and roadblocks and implement mitigation strategies to minimize impact.
  • Web Development Support:
    • Be responsible for maintaining, expanding, and scaling websites, including Ripple Effect's.
    • Optimize websites using industry best practices for both functionality and search engine results, and in compliance with federal regulations including 508 compliance.
    • Stay plugged into emerging technologies/industry trends and apply them into operations and activities.
    • Create and maintain software documentation.
    • Troubleshoot a variety of issues including script and plugin errors, media integration, and website usability.

Minimum Education and Experience 

  • Bachelor's Degree in IT Project Management, Information Technology, or a related area
  • 6 years of relevant web development experience, including at least 2 years of project management experience in U.S. government contracting or the federal workforce on related projects

Basic Requirements 

  • Experience leading teams in the development and management of WordPress sites and other Content Management Systems
  • Knowledge of and experience with relevant federal guidelines and policies, including 508 Compliance on web development projects
  • Experience with requirements gathering and technical documentation
  • Basic programming skills and knowledge of modern HTML/CSS, Javascript, and Python
  • Experience with jQuery and other web development libraries and frameworks
  • Basic knowledge of Search Engine Optimization process
  • Aggressive problem diagnosis and creative problem-solving skills
  • Strong organizational skills to juggle multiple tasks within the constraints of timelines
  • Ability to work productively and collaboratively in SharePoint to accomplish tasks
  • Willingness to work and reside within the U.S. in a state Ripple Effect is set up to support (NOT New York or California or Puerto Rico)

Skills That Set You Apart 

  • Experience delivering projects within federal regulations, including 21st Century IDEA Act and FedRamp
  • Ability to use a variety of internet technologies, techniques, scripting and object-oriented languages and databases (e.g. PHP, MySQL) to create web page elements such as user interface features, site animation, web apps, special effects, databases, and e-business applications
  • Experience with designing, implementing, and maintaining APIs
  • Experience advising on the incorporation of AI tools into websites for chatbots and other uses
