We do this to ensure that in Maryland, we leave no one behind.This is a Management Service position that serves at the pleasure of the Appointing Authority.GRADE21LOCATION OF POSITIONMaryland Department of Human ServicesAnne Arundel County Department of Social ServicesAdministration Unit80 West StreetAnnapolis, MD 21401Main Purpose of JobThe main purpose of this position is to provide leadership and managerial oversight of program operations – establishing standards, goals and schedules for Family Investment staff; setting priorities and evaluating the effectiveness of both staff and programs; aligning budgets with program priorities; and working collaboratively with community and state partners. This position serves as Deputy Director for all Family Investment and Work Opportunities programs, which provide for the economic stabilization and well-being of children and families. Achieving desired outcomes are the barometers by which the effectiveness of the incumbent’s performance is measured. The position is a member of the executive staff of the agency and is expected to work in a dynamic and collaborative mode with all relevant stakeholders.POSITION DUTIESLeadership and Direction• Directs and coordinates all activities of the Family Investment and Work Opportunities programs, including Temporary Cash Assistance (TCA),Medical Assistance (MA), Supplement Nutrition Assistance Program (SNAP Program), Temporary Disability Assistance Program (TDAP), and Emergency Assistance Programs (EAFC, Burial Assistance).• Leads, and directs through Family Investment program managers, and supervisors to ensure compliance and improvement of program operations.• Directs FIA leadership to ensure quality and quantity of staff production, including E&E utilization, meeting or exceeding audit, SNAP ME and other mandated outcomes.• Oversees program implementation. Monitors, evaluates and interprets program policy, procedures, and performance to improve efficiency, effectiveness and the quality of local service delivery.• Establishes local program policies and procedures. Ensures compliance with Federal, State and local laws, regulations, policies and procedures.Supervision and Staff Development• Provides supervision to Family Investment leadership staff.• Plans, coordinates, supervises and evaluates the work of Family Investment Managers.• Provides for staff development and training.• Recruits, interviews, and trains prospective leadership staff as vacancies occur.Performance and Quality Improvement (PQI)• Participates in agency Performance and Quality Improvement processes.• Ensures staff compliance with all FIA policies/mandates.Budget• Assists in the preparation of and oversees all Family Investment and Work Opportunities Program budgets and monitors spending; develops and ensures the monitoring of vendor program budget and overtime for FIA.Minimum QualificationsEducation: Bachelor's Degree in a Human Services Field from an accredited college or university.Experience: 5 Years of management experience in the Family Investment Administration.Preferred QualificationsDESIRED OR PREFERRED QUALIFICATIONS• Three years of budget and contract experience.• Three Years of experience creating and implementing policies and procedures.• Three years of experience in Family Investment Administration systems and applications.LIMITATIONS ON SELECTIONRecruitment limited to current State of Maryland employees only.SELECTION PROCESSPlease make sure that you provide sufficient information on your application to show that you meet the qualifications for this recruitment.
