About the Safe Water Now and Monitoring, Learning, and Evaluation Teams

Safe Water Now: Evidence Action’s Safe Water Now program provides safe drinking water to over 9 million people across rural Uganda, Malawi, and Kenya. Water treatment reduces all-cause child mortality by about 25%. We  deliver safe water in rural settings through two interventions; our Dispensers for Safe Water (DSW) and newly launched In-Line Chlorination (ILC). In addition to our work in East Africa, we’re launching an ambitious technical assistance program to help the government of India reach 17 million people with safe water, with plans to expand further.. We are also developing an innovation agenda through our Accelerator process to create next-generation safe water programs by defining problem statements, identifying solutions and designing creative interventions to test.

MLE Strategy: The Monitoring, Learning, and Evaluation (MLE) Strategy team optimizes Evidence Action’s evidence-based, cost-effective programming through versatile and right-fit monitoring and evaluation solutions and insights. Working with other global and regional teams across various time zones, we develop research approaches and strategies that improve programs and further our understanding of programmatic impact. 

This short-term, full-time consultant will play a pivotal role to validate and strengthen Evidence Action’s research approach for Safe Water Now programming. You will work as an independent technical expert to review and iterate on existing research approaches. Your primary objectives are providing independent analysis and recommendations for Evidence Action’s MLE approach by (1) reviewing existing data and processes, (2) designing and managing new field activities focused on better measuring effectiveness of the existing approach, and (3) supporting iteration and improvement opportunities for future research plans. You will report to the Director, Monitoring, Learning, and Evaluation. We expect this role to last approximately 6 months.

Scope of work:

  1. Review existing methodologies, implementation, and analyses of results of Safe Water Now program research
    • Conduct a deep, independent review of  results analyses, including rerunning the analyses and producing a formal recommendation with clear interpretation of the data and next steps
    • Integrate findings of the independent review with existing processes to form a comprehensive recommendation and suggested next steps for processes to generate and interpret results
    • Internalize program implementation approaches and program research plans to become a subject area expert on monitoring approaches for Safe Water Now
  2. Contribute to design and coordination of field activities to evaluate the effectiveness of Safe Water Now programming and research approaches
    • Provide design input to field activities conducted to evaluate effectiveness of ongoing program monitoring 
    • Coordinate with independent/external evaluators and data collection firms during preparation for and implementation of data collection activities to ensure fidelity to technical design
    • Engage critically with external evaluators on the evaluation results by reviewing analysis approaches, analyzing available data, and assessing findings and interpretations.
  3. Support design and iteration of approaches for effective monitoring of Safe Water Now
    • Based on review of existing results and data collection activities, recommend adjustments to existing  monitoring, evaluation, and learning processes based on program theory of changes frameworks and Evidence Action values
    • Support iteration and improvement of existing research approaches and determination of optimal approach for future programming
  4. Engage with internal and external stakeholders
    • Provide technical expertise for engagement with external and internal stakeholders 
    • Manage relationship and feedback with technical, external partners

Position Location

This short term consultancy can be located in our Washington D.C. office or based remotely in the United States.

  • You hold an advanced degree in economics, statistics, global health, epidemiology, or a related field(s) with significant coursework and experience in quantitative analysis, such as a PhD
  • You have 10 + years of experience conducting quantitative analysis design and execution
  • You have 5 + years of experience designing and managing large-scale data collection activities
  • You have 5+ years of experience developing M&E frameworks and plans, designing M&E activities including sampling design, survey protocols and data collection tools
  • You hold strong project management skills and the ability to manage multiple priorities simultaneously.
  • You have analytical skills and experience using statistical software (Stata preferred) to oversee and conduct analysis of large datasets. 
  • You are adaptable to new and dynamic contexts
  • You have experience working with in country contexts  Significant experience working in developing country contexts, including substantial time spent in-country and in field contexts, with demonstrated collaboration with local and country staff
