People in Need (PIN) is a Czech-based international non-governmental organization (NGO) that has provided humanitarian and development assistance across more than 20 countries since 1992. Today, PIN stands as one of the largest organizations of its kind in Central and Eastern Europe, supporting vulnerable communities in Asia, Africa, the Middle East, and Eastern Europe. The Compliance Unit Lead (CUL) is part of the Institutional Relations Department (IRD) and provides strategic leadership and oversight of the Compliance Unit, which closely collaborates with the Finance & Operations Unit, Internal Auditor, and country programme coordination teams. The CUL ensures effective compliance processes, focusing on contract review, audit coordination, internal procedures, and donor requirements. The CUL supervises the Compliance Unit team, manages HR and operational budgets, and participates in internal management platforms, including the Audit Committee. The CUL acts as a key resource on institutional donor compliance, supports due diligence and internal reviews, and contributes to the organization’s risk management and quality assurance efforts.
HR and organisation of the workload
- CUL is responsible for the division of tasks within the Compliance Unit and their timely completion.
- CUL manages and approves the HR aspects (contracts, leaves, CP visits, Capacity building etc.) of the team members in PIN internal systems, such as HRIS, ELO etc.
- CUL is responsible for the HR and operational budgets of the unit.
- CUL is responsible for regular evaluations of the team members.
Review of Income Contracts and Contract Templates Management Supervision
- Support (if needed) and supervision of the team reviewing income (donors) contracts
- Approving income (donors) contracts in ELO (approval and archiving system)
- Review of info tasks in ELO and in JIRA (proposal management system)
- Ensures that all relevant staff receives media training and is able to represent PIN in media.
Coordination of External Audits Supervision
- Support (if needed) and supervision of the team coordinating audits in the:
- Review of draft audit reports, managing comments and suggestions
- Preparation and update of Corrective Action Plans (if applicable)
- Summarizing of findings into teams as well as to management (in case of serious findings) – Internal and External Audit Tracker
- Support to due diligence procedures and any other assessments of PIN performed by third parties (if related to finance and administrative procedures)
- Support to other than RDD departments of PIN (on request and based on capacities)
- Participation in the Audit Committee of PIN
- Cooperation with the Internal Auditor and other stakeholders
Expertise on donors’ requirements
- Focal point and resource in terms of interpretation of institutional donors’ requirements (mainly large, significant donors such as USAID, DG INTPA/ MENA/ ENEST, ECHO, FCDO, CzDA, MFA etc.
- In cooperation with IFU, based on the approved calendar and other co-working tools, monitoring major changes in donors’ requirements and taking subsequent actions as appropriate
- Representation of PIN in international networks and working groups
- Providing of pieces of training and workshops related to contract management of donors
- Providing basic overview of donors' conditions to relevant PIN departments (e.g. Accountability Manager and Safeguarding Officer)
- Daily helpdesk and support to country programme coordinating teams
Management meetings
- Participation in support management meetings and other internal platforms
- Sharing areas of concern and risk register safeguarding issues with RDD Director and other management members (depending on confidentiality and sensitivity of the issue)
Internal compliance review and support
- Development of useful templates in ELO, Confluence and other internal systems.
- Supervision and review of Anti-terrorism and Watch List Screening Policy, including the WD checks and overall administration of the screening software
- Review of new (emerging) donors
- Guidance on procedures related to partnership in project implementation
- Training introduction of the compliance department during the Induction week
- Contributing to Annual RDD Sharing (as appropriate)
- Knowledge of institutional donors’ requirements and experience with institutional donor management is indispensable.
- Expertise in compliance or finance management of service contracts funded by institutional donors (e.g. USAID, FCDO, UN) is an advantage.
- Ability to provide support and training to the RDD regional structures and Country Programmes.
- Willingness and ability to perform short-term visits to Country Programmes.
- Strong analytical skills and ability to simplify complex issues.
- Ability to work with legal texts related to donor requirements and contracts.
- Experience with audits and understanding of project financial management is an advantage.
- Proactive approach to communication with various internal stakeholders and to work tasks in general.
- Master’s degree; education in law and/or finance is an advantage.
- Fluency in English (both verbal and written) is required.

· Starting Salary and benefits based on PIN’s salary scale and HR policies; expected salary range between 54,400-60,000 CZK gross for full time (based on experience); equivalent for part-time
