The Institute for Capacity Development (ICD) of the International Monetary Fund (IMF) has an opening for a contractual Technical Assistance Officer (TAO) to serve as part of the Strategy and Evaluation Division’s team (ICDSE) with a focus on results measurement. ICDSE is responsible for coordinating the overall governance and strategy of the Fund’s capacity development (CD) program, which now accounts for around third of what the Fund does. The overarching objectives of the policies developed by ICDSE are aimed at (i) enhancing the impact of the Fund’s CD and (ii) increasing the efficiency of CD processes and systems.

ICDSE helps achieve these objectives through acting as secretariat to the Committee on Capacity Building; leading the development and implementation of the Fund’s 5-year CD strategy; coordinating the Fund’s budgeting and planning cycle to facilitate improved prioritization; overseeing the framework for assessing CD performance through evaluation and results-based management; and development of discrete policy guidelines on issues like integration with surveillance/lending and the dissemination of CD output.   

Duties and Responsibilities

Under the direction of the Division Chief/Deputy Division Chiefs, the successful candidate will focus on CD results measurement and be responsible for (i) supporting the implementation and governance of the IMF’s CD results-based management (RBM) system; (ii) establishing effective processes and procedures for CD results measurement; and (iii) enhancing reporting of information on outcomes to support strategic decision making on CD initiatives. Other opportunities may include research in support of the division's responsibilities and contributing to the broader CD governance work across the Division. Specific roles and responsibilities are outlined below.

Results Measurement:

  • Contribute to and lead initiatives to improve results measurement of CD activities, including innovating to develop enhanced results measurement approaches such as the development of a Strategic Results Framework, as outlined in the 2024 CD Strategy Review.
  • Serve as the main technical focal point and technical lead for Results-Based Measurement (RBM) policy and data, coordinating closely with CD Departments (CDDs) and Areas Departments.
  • Liaise with CDDs and other departments across the Fund to advance the implementation of RBM, identifying any operational challenges, sharing good practices, and conducting outreach and training.
  • Advise CDDs on development of theories of change, logframes and other well recognized good practices in results measurement.

Donor reporting:

  • Review and contribute to reports to external donors (including through the drafting of annual or semi-annual reports, organizing and commenting on external evaluations) on the results of CD activities they have financed.
  • Identify and prepare results narratives highlighting the impact of Fund CD activities, working in collaboration with CDDs.

CD Governance:

  • Contribute to initiatives to strengthen overall CD governance processes and procedures to increase impact, working with other colleagues in ICDSE and across departments. This will include collaborating with colleagues on the CD Management Action Program (CDMAP) Business support team.
  • Conduct research on the impacts of new Fund-wide CD policy initiatives and develop policies and policy guidance notes with a focus on monitoring and evaluation as well as other areas.

IMF Committees:

  • Contribute to ICDSE work program, including the drafting of papers and presentations for the IMF Executive Board, the Committee for Capacity Development (CCB) or for other audiences as needed.

Qualifications

Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in business, finance, budgeting, accounting, statistics, computer science, or related field, or a Certified Public Accountant (CPA) or similar professional certification, supplemented by a minimum of four (4) years of relevant professional experience, is required.

In addition to the above minimum qualifications, the selected candidate should possess the following skill set:

  • Strong background in CD delivery with experience in results measurement, donor reporting, and monitoring and evaluation system design.
  • Familiarity with and excellent knowledge of good practices in results-based measurement, monitoring and evaluation systems, impact evaluation of technical assistance and training programs, and experience designing and implementing related policies.
  • Familiarity and experience with designing and delivering capacity development projects in core Fund CD areas (public finance, macroeconomic, financial sector, legal, or statistics for development). Knowledge of the IMF’s RBM system strongly preferred.
  • Familiarity with the IMF's CD delivery, budgeting, and monitoring processes would be an advantage.
  • Effective communication, diplomatic skills, drive for results, and sound policy judgement.
  • Demonstrated ability to learn new technology quickly and effectively use it for maximum productivity as well as to collaborate effectively with the IMF's IT Department.
  • Ability to work independently with minimum supervision and to set priorities, work under pressure, and manage a number of tasks concurrently within tight deadlines.
  • Client-focused personality and strong team player with excellent problem-solving skills, creativity, initiative, and attention to detail.
  • Full proficiency in Microsoft Windows applications, namely Excel, Word, and PowerPoint.

This is a one-year contractual appointment. Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbent's performance, budget availability and continuous business need.
