Consultant (Annual Monitoring Surveys)

Background of the project

In June 2023, WorldFish has partnered with the Royal Norwegian Embassy in Cairo to initiate Center for Renewable Energy in Aquaculture (CeREA) project. A 4-year groundbreaking initiative to refine, test, and scale innovative renewable energy solutions that enable 5,000 fish producers, processors, and other fish value chain actors in Egypt to increase their productivity and incomes, leading to improved food and nutrition security, reduced food waste and loss, and more energy-efficient and climate-smart food value chains. Consultancy objectives:

WorldFish seeks to hire a consultant to design, implement, and analyze annual surveys to monitor the delivery of key outcomes and outputs of the CeREA project. 

The specific objectives of the consultancy are as follows:

  1. Develop detailed survey methodology and tools.
  2. Organize focus groups or sampling groups as needed for data validation or qualitative analysis.
  3. Compile all the necessary information required in coordination with the project team.
  4. Prepare a final annual survey report, including key performance indicators (KPIs), qualitative and quantitative insights, and recommendations for addressing challenges and improving project outcomes.
  5. Assist the project staff in other functions, as required.

 

Scope of work:

The consultant is expected to become familiar with project outcomes and outputs through a desk review of project key documents (e.g., logical framework, factsheet, etc.). He/She will work in coordination with project consultants and WorldFish staff.  

The consultant will be responsible for the following:

  1. Review project documents, project plans, reports and other relevant materials and information to understand the project's scope.
  2. Develop comprehensive survey tools (questionnaires, focus group guides, etc.) tailored to capture progress against the project’s key outcomes and outputs, and Ensure alignment with CeREA's monitoring and evaluation framework.
  3. Train data enumerators on the use of survey tools for accurate data collection.
  4. Facilitate interviews, focus group discussions, and other data collection methods with key stakeholders and beneficiaries.
  5. Analyze collected data to evaluate project progress, identify challenges, and highlight successes.
  6. Ensure high-quality and accurate reporting of findings
  7. Submit an annual survey report summarizing key findings, insights, and providing actionable recommendations to improve project implementation and delivery of outcomes.

The consultant should have the following:

  • Master degree in social sciences, management, economics, international development, monitoring and evaluation, business administration/management, or a related discipline.
  • Minimum +5 years’ with proven working experience in designing and implementing surveys for development projects, preferably in aquaculture or renewable energy sectors.
  • Proven expertise in data collection and analysis methodologies, with the ability to effectively analyze both quantitative and qualitative data and present findings to a high standard for reporting and stakeholder engagement.
  • High level of proficiency in written and verbal English with strong writing and communication skills, including familiarity with writing reports and other management documents.
  • Working experience in aquaculture, agriculture, natural resources sectors, or the environment, and within a diverse international team.
  • Demonstrated capacity to write clear and well-constructed reports in accordance with agreed terms of reference and within specified time constraints.
  • Strong data management and analysis.
  • Familiarity with Egypt's aquaculture sector and renewable energy solutions is highly desirable.
  • Previous experience in a similar field and missions will be an asset.

Location and Duration:

  • This consultancy duration is for a maximum of 15 working days. The work shall be carried out between February and March 2025.
  • Only shortlisted candidates will be invited for virtual interviews by the first of February.
  • The selection of a consultant will be based on the relevant qualifications and experience and the most competitive proposal.
