Job Description

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio – one of the largest in NY State – as well as range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented, collaborative and delivery-focused.

Capital Programs is responsible for end-to-end management of over 500 active modernization projects across the Authority's properties throughout the city. These investments are necessary to ensure effective building performance and good living conditions for residents, and include modernization of building systems, interiors and exteriors, apartments, and grounds. Current programs focus on heating systems, elevators, roofs, brick facades, CCTV and layered access controls, entryways, flood protection and resiliency, community centers, lighting and playgrounds. Projects utilize a range of delivery methods and procurement approaches, with budgets ranging from $100,000 to up to $100 million per project.

Capital Programs Project Management Team 1 is looking for a Deputy Director. The Deputy Director will provide management and oversight of staff responsible for executing front- line
management of capital projects, including directing the preparation of field work schedules and assignments to ensure maximum productivity; monitoring the progress of projects; evaluating staff performance; and preparing management reports and analysis as required by the Director. The successful candidate will also focus on "problem" projects - where on-time delivery, budget, or quality is at risk. Responsibilities include, but are not limited to the following:

1. Monitor project performance relative to baseline schedules and budgets for projects that are assigned to his/her team.
2. Collaborate in the planning and directing of cycle inspections, surveys and special investigations
3. Review and analyze inspection and QA reports for trends and root causes; ensure timely corrective action and responses.
4. Prepare status reports for the Director and summarize areas of concern that require the Deputy Director attention.
5. Provide direction to staff on key issues related to change orders/claims, non-conforming work, schedules, design, safety, inspections, procedures, and other project management issues.
6. Coordinate the staff assignments for multiple Project Managers and their teams including the development and operation of inspectional and administrative programs to ensure project success.
7. Evaluate staff performance; mentor and provide recommendations for corrective action, if necessary.
8. Reinforce customer-service/partnership orientation with internal and external stakeholders.
9. Provide feedback to the Director with respect to building standards and design/construction issues so that standards and processes incorporate field experiences and lessons learned.
10. Coordinate with Director on key support issues including planning and budgeting, policies and procedures, human resource matters, and procurement of Architects/Engineers and construction contractors and data support.
11. Review, approve or recommend approval of contract documents for constructability, pre-bid estimates, contract awards, task orders, project schedules, Inspection reports, certificates of final acceptance, change orders, retainage reduction, contract time extensions, partial and final payments.
12. Prepare presentations and/or participate in various types of meetings as a representative of Asset & Capital Management.
13. Perform other related duties as required or requested.

ADMINISTRATIVE INSPECTOR (BUIL - 10073

Qualifications

1. Seven years of full-time satisfactory experience working at a construction trade or working as an inspector of construction, hoists and rigging, plumbing, boilers, or elevators; at least 18 months of which must have been in a managerial or administrative capacity; or

2. At least two years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, and a license as a professional engineer or registered architect issued pursuant to the education law; or

3. Education and/or experience which is equivalent to “1” above. All candidates must have at least 2 years of experience as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity. One year of experience will be credited for each year of apprenticeship in the construction trades or building inspection up to a maximum of three years of the general experience. Education towards a degree in architecture, architectural technology, construction management, engineering, engineering technology, or a related field from an accredited college or university will be credited on the basis of 30 credits for one year of experience, up to a maximum of four years of the general experience. One year of experience will be credited for each year of formal training or education in a field of study relevant to the construction trades up to a maximum of two years of the general experience.
