Who We Are Looking For: 

Phoenix Tailings is seeking an experienced and resourceful Senior Facilities and EH&S Manager to lead the buildout of our new critical metals refining facility in Exeter, NH. This role is crucial in driving the successful development of our facility, including project planning, contractor oversight, vendor negotiations, and budget management. In addition, this individual will ensure compliance with local permitting requirements and Environmental Health and Safety (EH&S) regulations while engaging with the local community and stakeholders. 


The ideal candidate has extensive experience in manufacturing facility development and operations, with a strong aptitude for working within tight budgets and timelines. A startup background is a significant plus 


Key Responsibilities:
  • Develop and execute project plans for the NH facility in collaboration with the engineering team, outlining timelines, budgets, and resource allocation. 
  • Oversee contractors, ensuring projects are delivered on time, within scope, and to the highest quality standards. 
  • Negotiate with vendors to secure cost-effective deals and minimize lead times for materials and services. 
  • Monitor and manage the project budget, identifying cost-saving opportunities while maintaining quality. 
  • Serve as the primary liaison with local authorities and community stakeholders, ensuring smooth permitting processes and regulatory compliance. 
  • Build positive relationships with community members and organizations to promote cooperation and support for facility development. 
  • Develop and implement EH&S policies and procedures to ensure compliance with OSHA, EPA, and other relevant regulatory agencies. 
  • Conduct regular safety inspections and audits during the construction and operational phases, addressing hazards proactively. 
  • Lead environmental sustainability efforts, including hazardous material handling and waste management. 
  • Coordinate emergency preparedness planning, drills, and response initiatives to maintain a safe working environment. 
  • Prepare the facility for operational handover, including commissioning systems and training teams on EH&S and facility management protocols. 
  • Establish maintenance and preventive maintenance programs to ensure long-term efficiency and reliability of the facility. 


Qualifications:
  • Bachelor’s degree in facilities management, engineering, environmental science, occupational health and safety, or a related field. 
  • 7+ years of experience in manufacturing facility buildout, operations, and EH&S management. 
  • Proven expertise in overseeing construction projects, managing contractors, and working within tight budgets and timelines. 
  • Knowledge of EH&S regulations, including OSHA, EPA, and local permitting requirements. 
  • Proficiency in project management tools, facility management software, and EH&S systems. 
  • Strong leadership and problem-solving skills, with the ability to navigate complex challenges in fast-paced environments. 
  • Excellent negotiation and communication skills, capable of effectively engaging with contractors, vendors, and local stakeholders.
