The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.Job SummaryAs an IT Quality Analyst/Tester, you will provide professional knowledge and skills in information systems software testing, quality assurance and quality control of application software and systems. This includes the quality of the coding itself and not just the outcome of the application execution. This position promotes appropriate testing methodologies, striving to identify and manage defects in the software systems.This position is currently eligible for full-time telework:• Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.• Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.• This position is temporary and includes full state fringe benefits; it is anticipated to last through 09/04/2026.QualificationsMinimum QualificationsCandidates must clearly demonstrate all of the following qualifications in their resume. Resume tips here.:This position requires a minimum of three (3) years of experience in performing IT quality analysis functions.Experience must include:• Experience must include a foundational understanding of at least one of the following programming languages: Java or JavaScript.• Proficient in at least one of the following database tools: pgAdmin (PostgreSQL), SQL Server Management Studio (SSMS), MySQL Workbench, or similar platforms, including the ability to write SQL queries and interpret data.• Testing IT quality assurance initiatives, including coordinating test schedules and assisting with managing the progress of all testing activities in alignment with the test plan and schedule.• Experience with automation tools and frameworks, such as Selenium, Cypress, or Playwright.• Familiarity with CI/CD tools and processes (e.g., Jenkins, GitHub Actions) is advantageous.• Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.• Customer service skills that include active listening, empathy, and problem-solving.A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.Preferred Qualifications• Experience working on moderately complex projects while organizing and prioritizing multiple deadlines, including defining issues and possible solutions.• Proven experience with both manual and automated testing tools and frameworks, demonstrating practical application and proficiency.• Experience working with web-based forms, web-based content, and interactive solutions as well as performing testing on web-based applications and database testing.• Skilled in presenting complex information to users in a clear and accessible manner, including delivering demonstrations during sprint reviews.• Experience testing healthcare reform and/or downstream integrated systems that consume or use healthcare data.• Demonstrated success in working within a SCRUM team environment, showcasing strong collaboration and adherence to Agile principles.• Demonstrates versatility and a proactive approach by taking on additional responsibilities and adapting to various roles as needed.Additional RequirementsIt is the policy of Minnesota IT Services that a successful candidate must pass all legally required checks prior to employment which may consist of the following:• SEMA4 Records Check (applies to current and past state employees only)• Criminal History Check• Reference Check• Social Security and Address Verification• Education Verification• Other legally required checksMinnesota IT Services does not participate in E-Verify.
