This position is a grant-funded position.

Position Specific Summary

The Project Coordinator position at the City of Tucson’s Department of Housing and Community Development (HCD) is responsible for managing federal and non-federal sub-awards, contracts, and amendments with community agencies, as well as managing sub-awardee budgets and reporting obligations. This position facilitates collaboration with both city departments and external stakeholders to ensure alignment when changing environments and regulatory requirements occur.

Work is performed under the supervision of the Community Services Project Supervisor. This position does not supervise.

Duties and Responsibilities

  • Processes and submits contracts and agreements for compliance with regulations, minimizing legal and financial risks. Ensures the delivery of funds for housing and human services programs address the needs of residents. Verifies, cross references and approves program expenses submitted by agencies to ensure eligibility and compliance. Conducts programmatic and fiscal monitoring to confirm the successful completion of procured services and activities, providing technical assistance as needed to support program outcomes.

  • Reviews and processes monthly financial payment requests, ensuring alignment with approved budgets and timelines for allowable housing-related costs, such as construction, rehabilitation, and supportive services. Monitors project spending and activities and provides technical assistance as needed to support program success.

  • Provides customer service to internal and external entities, while engaging in collaborative problem-solving to address challenges. Reviews and validates information provided by sub-recipients to ensure accuracy and reasonableness before reporting to federal or state grantors. Escalates and resolves out of compliance items as needed.

  • Provides subject matter expertise to agency sub-recipients regarding grant-eligible expenditures and matching fund requirements. Collaborates with finance staff to reconcile sub-recipients' financial payment requests accurately. Attends meetings to provide feedback on items and funding concerns that need to be addressed.

  • Maintains detailed programmatic records and prepare comprehensive reports for management and funding agencies. Coordinates with the Clerk's Office by retrieving or delivering documents, obtaining signatures, and addressing procedural inquiries, ensuring timely and accurate processing of official records and communications.

  • Performs all other duties and tasks as assigned.

Experience

Two (2) years of directly related experience

Equivalency

Any combination of relevant education and experience may be substituted on a year-for-year basis.

License/Certifications

Preferred Qualifications

Experience in community services, public contracts or property management.

Experience administering Federal grants with the ability to interpret and apply federal and state regulations.

Experience in grant budget and financial management skills.

Experience in administering subawards to outside entities.

Experience working in a rapidly evolving environment consistently meeting deadlines.

Experience with community service software such as Neighborly Software.
