Job DescriptionThe Cable TV Unit performs two main functions for the City: It oversees the daily operation of the Government Access Channel, and it houses the Cable Franchise Authority, which is responsible for regulating the cable franchises in the City.Philadelphia’s Government Access channel is used by the City to convey important information to the citizens of Philadelphia regarding their City and City Government. The majority of our programming consists of live broadcasts and replays of public hearings, press conferences and City meetings such as Phillystat and Planning Commission meetings. Our channel can be viewed over both Comcast’s and Verizon’s cable systems, and we also stream the channel from a link that can be found at the City’s website.A/V SetupsThe CATV Unit is also in charge of the daily audio and video setups for the Mayor and City Council in City Hall. This includes all meetings/public hearings/events/press conferences.Other duties:The CATV Unit is often asked to provide DVD or digital copies of video recordings or to transcode recordings for online streaming. And the Unit maintains and operates the City Hall tower cameras, Council Chamber’s security cameras, the audio/visual conference rooms in One Parkway Building, the PhillyStat room and also assists City Departments with Audio/Visual requirements at various meetings & events.Government Access StudioOn the 7th floor of City Hall is our Television Studio which offers all our clients the ability to create videos or even produce a live broadcast for the Government Access channel.The Television Station Producer is responsible for operating cable television broadcast and recording equipment, filming and sound production of cable directed broadcast and providing technical solutions pertaining to audio and visual hardware problems, operating systems, software and network problems. The Associate Cable Television Technician may assist other members of the Cable Television Office in broadcast production issues and application problems.The Associate Television Station Producer assists with service request by recording, prioritizing, tracking, escalating and assigning television programs issues. The Associate Cable Television Technician monitors television broadcast servers, production activity, and assists with any special projects as determined by the Cable Television Administrator.Essential FunctionsAssist the PHLgovTV Producers with Public Service Announcements, press conferences, and special programmingAssist PHLgovTV Producers with Public Service Announcements, press conferences, as well as special programmingRaw footage collection & editing for channel, both in house, and across the CityCovering live events and hearings as assignedA/V coverage of the Mayor's guests requests in both Mayor's Reception Room & Mayor"s Conversation HallProgramming Channel as assigned.
