What this job involves - Serve as Incident Commander of onsite Emergency Response Team and provide ERT program support, as needed. The Health, Safety, Security and Environmental (HSSE) Manager directs the development, implementation, and continuous improvement of the JLL HSSE management systems at JLL client facilities. Qualified individuals will need to be local to the Mid-Hudson Valley area. In this capacity, the HSSE Manager is accountable to provide guidance, identify the resources and equipment necessary to implement HSSE management systems and compliance programs related to JLL scope of work at client locations. The HSSE manager will advise the JLL management team on HSSE issues, evaluate potential hazardous situations and environmental impacts, conduct accident investigations, and ensure JLL is compliant with all HSSE regulatory and Client requirements.

Work Schedule: On-site, 1st shift Monday - Friday; Available for on-call work. When on-call, response is required 24/7 for emergency consultation and call-ins.

What is the day to day?

  • Provide leadership and support the development and implementation of HSSE management systems and compliance programs at the Client sites.
  • Provide leadership and support for oversight/management of onsite Security Services, where in JLL scope.  
  • Team with JLL Site Team and the account HSSE Manager to establish HSSE performance goals and reviews performance against those goals.
  • Track and report HSSE metrics and measure performance against key performance indicators. Establish necessary plans to meet or exceed key performance indicators.
  • Direct the implementation of HSSE Committees suitable to the site’s needs.
  • Develop and implement HSSE qualification program to manage JLL service partners working at Client locations and under the JLL scope of work.
  • Evaluate hazards on client sites for safety, health, and environmental risks.
  • Develop environmental, health and safety procedures and programs for Jones Lang LaSalle activities and monitors safety compliance to reduce risks.
  • Develop inspection programs and establishes regular inspection schedules.
  • Identify training requirements and coordinates training sessions for HSSE regulatory and Client training requirements.
  • Establish record management and retention policy. Ensures required records are kept available according regulatory and JLL requirements.
  • Ensure HSSE policies and procedures are developed, updated, implemented, and followed.
  • Assist the JLL Site Team in the accident investigation and communication process including the identification of root causes. Implement training and tools necessary to ensures that reports on HSSE incidents and performance are submitted on a timely basis, and that corrective actions are taken.
  • Assist the account HSSE Director on projects related to areas of responsibility.
  • Maintain liaison with client HSSE organization to ensure that HSSE problems are identified, and solutions coordinated.
  • Maintain a collaborative partnership with Client HSSE organization.
  • Drive the implementation of programs and initiatives necessary to foster a strong HSSE culture.
  • Provide support to Client HSSE Team by conducting selected HSSE activities as agreed by JLL and Client HSSE.

Desired experience and technical skills -

Required

  • The candidate must also be certified as a Code Building Safety Inspector (BSI) or Code Enforcement Officer (CEO) to fulfill the responsibility of Site Fire Marshall/Fire Inspector.
  • Bachelor's degree in occupational safety and health, environmental science, or related subject.
  • 8+ years of proven work experience working with HSSE compliance and management systems; preferably within facility operations.
  • Broad based knowledge of Environmental, Occupational Health, and Safety regulations in both general industry and construction.
  • Experience in leading on-site Security Services and management.
  • Good Manufacturing Practice (GMP) experience
  • Success working with subcontractors/vendors supporting mutual safety objectives.
  • Excellent skills in written and oral communication.
  • Basic computer skills with both word processing and database applications.
  • Able to perform data analysis and identify HSSE trends.
  • Ability to drive and inspect both outdoor and indoor areas to observe compliance with established programs.
  • Emergency Response Team (ERT) experience
  • Computer proficiency with MS Office suite

Preferred

  • HSSE experience in corporate facilities, manufacturing, research or maintenance operations is highly desirable.
  • Ability to read and interpret building layouts, system drawings and manufacturers’ equipment specifications.

Estimated total compensation for this position:

97,900.00 – 142,000.00 USD per year

The total compensation range is an estimate and not guaranteed. An employment offer is based on an applicant's education, experience, skills, abilities, geographic location, internal equity and alignment with market data .
