Pay Range

$325,560 - $414,984 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs. 

Job Description

The National Security Engineering Division (NSED) in Engineering has an opening for a Deputy Division Leader.  Working collaboratively with the Division Leader, the Deputy will have key technical and administrative management responsibilities for a division which is comprised of approximately 550 engineers, technical associates, technologists, designers, coordinators, and administrative personnel. NSED provides core capabilities in systems and project engineering, electromagnetics, space systems engineering, and security-related technology expertise to support national missions. You will provide technical and strategic leadership and manage financial and personnel resources in NSED. The selected candidate will interact with all levels of institutional management and represent the Division, both internally and externally. This position reports to the NSED Division Leader and is within the Engineering Directorate.

This position requires full-time on-site presence due to the nature of the work.

You will 

  • Participate as a member of NSED’s senior leadership team in the formulation of strategic planning activities and goal setting for the Division.
  • Develop innovative concepts and promote new ideas. Provide solutions to highly complex problems that require innovative approaches or technologies that may not yet exist.  Recommend and implement changes to methods and make decisions on administrative, technical, and/or operational matters.
  • Provide direction in the overall conduct and coordination of personnel administration activities, including but not limited to performance review, alignment, and salary management, and activities for recruiting, hiring, transfers, training, and career development for the Division.
  • Develop organizational strategies including determining the long-term goals of the Division with the management team and provide support in the development and management of the division budget.
  • Manage and develop Section Leaders as their immediate line supervisor and provide additional support and mentorship to group leaders, technical, and administrative staff across the Division.
  • Serve on NSED, Engineering Directorate, and Laboratory committees. Represent the Division Leader across a broad range of issues in a variety of environments, internal and external meetings, working groups, and special assignments, including preparing and giving presentations.
  • Foster continued interaction, coordination, and cooperation among a wide variety of internal technical and administrative entities and external organizations.
  • Participate in Engineering Directorate initiatives and support the Division’s obligation to anticipate and meet technical and programmatic needs of program customers, including providing strategic technical advice to employees, programs, and management
  • Lead and contribute to the development of the organization, key leaders, and a culture that promotes excellence, high-risk / high-reward R&D, embraces teamwork, and provides a professional work environment.
  • Perform other duties as assigned.        

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Master’s degree in Engineering or a related technical discipline, or the equivalent combination of education and related experience.
  • Expert knowledge of and demonstrated intellectual leadership experience with state-of-the-art technologies in one or more of the core capabilities that comprise the division which include: systems and project engineering, electromagnetics, space systems engineering, and security-related technology evidenced by program development, portfolio management or technology development.
  • Significant  experience successfully leading technical initiatives in an engineering or scientific discipline with a strategic focus on resource planning and control, project or program planning, budgeting, and scheduling.
  • Significant experience developing and implementing creative solutions to a diverse range of complex technical problems. Demonstrated line management skills with significant experience leading Technical Staff Leaders, including proven ability to lead, motivate, and develop team members to achieve both individual and organizational goals.
  • Knowledge of Laboratory Science and Technology research funding processes, including LDRD and SPP funding sources.
  • Broad knowledge of facilities, operations, equipment acquisition, Laboratory safety management programs, and Laboratory security protocols.
  • Expert written and verbal communication, interpersonal, facilitation, organizational, and collaboration skills necessary to effectively present, explain, influence, and advise senior management and/or external sponsors about complex information in a concise manner.

Qualifications We Desire

  • PhD in Science, Engineering or other related technical field, or the equivalent combination of education and relevant experience.
  • Extensive experience with and broad knowledge of major Laboratory programs within Strategic Deterrence or Global Security.
  • In-depth knowledge of the Stockpile Stewardship Program.
  • Experience fielding tests or experiments at Site-300 or Nevada Test Site.
  • Hold an active SCI clearance or possess the ability to obtain and maintain a SCI clearance.

Depending on your job duties, you may be required to work in a Limited Area where you are not permitted to have a personal and/or laboratory mobile device in your possession.  This includes, but not limited to cell phones, tablets, fitness devices, wireless headphones, and other Bluetooth/wireless enabled devices.  

If you use a medical device, which pairs with a mobile device, you must still follow the rules concerning the mobile device in individual sections within Limited Areas.  Sensitive Compartmented Information Facilities require separate approval. Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
