NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Treasury and Payment Services Division is responsible for overseeing all City payment websites, the payment processing of tax returns, property recording forms, parking violation programs, and the collection of delinquent accounts, and oversees the agency’s management of the City’s cash balances and its relationships with banking institutions. Treasury and Payment Services is also responsible for collecting outstanding violations issued by City agencies and adjudicated by the Environmental Control Board.
Payments, Billing, and Refunds is responsible for processing payments for property taxes and property-related charges, business and excise taxes, and parking and camera violations. The division is responsible for communicating amounts due, maintaining the quality of departmental records, and providing customer service to individuals seeking information on making payments or receiving refunds. Payments, Billing, and Refunds performs account adjustments and responds to refund inquiries from the public.
The Business Tax Customer Contact Center group is tasked with answering business taxpayer inquiries over the phone utilizing e-Services and BTCS (Business Tax Collection System) for research. While assisting taxpayers or their representatives during answering calls, they help navigate e-Services and assist with any technical issues. The Business Tax Adjustments & Customer Service Unit is currently seeking a highly motivated, organized, and customer-oriented individual to serve as City Tax Auditor Level 02 within a call center group. The CTA Level 02 is required to assist the taxpayers with the tax return related questions, provide any tax specific information to the taxpayer and do the research on the taxpayers account for the Business taxes. Specific duties for this position may include the following but are not limited to:
- Prepare a report with suspended tax returns and reasons.
- Work directly with taxpayers or prepares on correcting the suspended returns.
- Interpret and apply complex New York City General Corporation, Bank, Business Corporation and Unincorporated Business Tax laws, regulations, and Internal Revenue Codes.
- Researches, corrects, recycles Business Tax and Excise Tax Suspended Transactions including but not limited to 12 different tax types in BTCS (Business Tax & Collections System).
- Reviews communications from other units and/or correspondence from taxpayers received through other units relating to suspended tax returns and makes necessary adjustments and changes to customer accounts in the BTCS system.
- Participate in the Development of comprehensive training programs for other auditors who need to be aware of any updates, change in the law and forms related to the business taxes.
- Advise CTA level 1 staff on tax auditing standards and best practices.
- Ensure that all tax inquiries are conducted in accordance with tax laws, departmental policies, and procedures. Ensure that sufficient levels of open and unassigned inventory are maintained.
- Participate in the resolution of complex New York City General Corporation, Bank, Business Corporation and Unincorporated Business Tax cases with taxpayers and/or their representatives.
- Create or research customer information in the Business Tax System (BTS); records information on all customer inquiries or problems provides updates previously created cases.
- Make changes to taxpayers account including and not limited to penalty adjustment, credit transfer and line-item adjustment.
- Respond to 311 calls, email and web request for information related to business tax accounts.

Note: Department of Finance City Tax Auditors are prohibited from performing any outside tax-related work, and all other non-departmental work must be approved by the agency in advance of starting such employment.
CITY TAX AUDITOR - 40523
1. A baccalaureate degree from an accredited college or university , including or supplemented by 24 semester credits in accounting, with at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting; or
2. An associate degree or 60 semester credits from an accredited college or university, including or supplemented by 24 semester credits in accounting, with at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting, and two years of full-time satisfactory tax-related auditing or tax accounting experience; or
3. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and 24 semester credits in accounting from an accredited college, including at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting, and four years of full-time satisfactory tax related auditing or tax accounting experience; or
4. A satisfactory combination of education and/or experience which is equivalent to "1", "2" or "3" above. Experience may be substituted for college education on the basis of one year of experience for each 30 semester credits. However, all candidates must have at least a four-year high school diploma or its educational equivalent and 24 semester credits in accounting, including at least one course each in auditing, U.S. taxation, advanced accounting and cost accounting.
SPECIAL NOTE:
To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, either one year of full-time satisfactory experience in Assignment Level I, or two years of full-time satisfactory tax-related auditing or tax accounting experience.
To be eligible for placement in Assignment Level III, individuals must have, in addition to meeting the minimum requirements, either two years of full-time satisfactory experience in Assignment Level II, or three years of full-time satisfactory tax-related auditing or tax accounting experience.
To be eligible for placement in Assignment Level IV, individuals must have, in addition to meeting the minimum requirements, either one year of full-time satisfactory experience in Assignment Level III, or four years of full-time satisfactory tax-related auditing or tax accounting experience.
