Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $106,602 - $115,00.

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE STAFF ANALYST.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.

The Systems Support Office (SSO) was created to aid in the implementation of Improved Outcome for Children (IOC) by consolidating systems user support, to perform Connections system approvals that could not be performed by contract agency case managers and to centralize all NYS Legacy systems data entry previous performed by staff across multiple ACS divisions. Today, the SSO has five functional areas responsible for performing a multitude of tasks necessary for ACS program areas and contract agencies to deliver child welfare services to New York City Children and Families.

As part of the Division of Finance Services' Office of Revenue Maximization (ORM), the ORM Communications Center & Family First Data Entry (FFDE) Director will oversee the operations of the SSO Communications Center and Family First Data Entry Team.

The director will ensure the smooth operation of the SSO Service Management Portal (SSO-SMP) and the FFDE Team. The SMP is used by ACS program areas and provider agency staff to request case openings and systems-case support. The FFDE Team will ensure appropriate codes are entered in the State systems for children deemed eligible for the Family First Prevention Services Act (FFPSA) in support of Title IV-E federal funding.

- Manage the SSO Foster Care Intake process to ensure that cases meet State and Federal compliance standards prior to system hand off to IOC providers.

- Provide ongoing technical systems support to ACS and provider agency staff to ensure Family Service Stages and their related system counterparts are functioning correctly.

- Assist various child welfare community stakeholders who come into contact with ACS families and foster children, i.e., hospitals, pharmacies, Dept. of Probation, Child Support Enforcement, etc.

- Develop tools to review staff accountability and compliance in adherence with ACS case opening standards and procedures.

- Provide ongoing systems consultation and support to various ACS program areas throughout preventive and foster care agency closures, mergers and acquisitions. Serve as the SSO representative for the OCFS CNNX Implementation Committee to ensure that technical support, training, and assistance is available to workers upon implementation of new CNNX Builds and updates to other State systems.

- Monitor the CNNX Pending Activities Grid daily to ensure that child movements are processed timely so that providers are appropriately reimbursed for care days and Medicaid/Manage Care is established timely for all children entering foster care.

- Serve as a representative on cross divisional / agency meetings related to new City, State and Federal policy changes and initiatives to ensure that the impact of new policy/system changes are vetted against SSO business processes and procedures and updated accordingly to meet new standards, i.e. Foster Care, QRTP Aftercare, Child Care Payments, IES, etc.

- Develop and implement policy/procedure/business process for the new Family First Prevention Services Act (FFPSA) to ensure WMS POS-Line entries are made timely in support of Title IV-E funding and reimbursement.

- Manage a new unit consisting of (1) supervisor and (5) data entry workers responsible for FFPSA data entry into the NYS child welfare systems of record.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
