Data Management Specialist

Responsibilities

This position serves as the Data and AI Strategy Specialist for the Advisory and Assistance Services (A&AS) for the Defense Threat Reduction Agency (DTRA) Chief Data Officer (CDO) within the DTRA Office of the Chief Data and AI Officer (OCDAO).  DTRA is a data-centric organization that empowers the DoD, U.S. Government, and international partners with information advantage to combat Weapons of Mass Destruction (WMD) and emerging threats.

 

As an advisory role, the Data Management Specialist focuses on assisting the DTRA CDO stand-up and sustain key OCDAO functions, towards determination and implementation of the DoD/DTRA Data and AI Implementation Plan.  The ideal candidate will have a diverse skillset, with expert knowledge in areas including data engineering; data science; quality assurance; data and AI governance and data management life-cycle.

 

DUTIES

  • Coordinates data use cases and needs across the DoD agency, serves in an advisory support role to the CDO on the development and implementation of the DTRA Data and IA Implementation Plan as well as Governance and Policy.
  • Maintain various data governance efforts including:  Enterprise Data Catalog, Data and AI Governance, Digital Maturity assessments and sustainment, Digital Literacy, Responsible AI processes, and Enterprise Architecture.
  • Ensures alignment of DTRA CDAO responsibilities with DoD Data Analytics and AI adoption strategy and other critical guidance.
  • Maintains broad situational awareness in support of the OCDAO mission and future strategy, advising Leadership, as appropriate.
  • Participates in DoD Chief Digital and AI Officer (CDAO) and other external meetings and working groups.
  • Coordinates with external stakeholders, unified combatant commands (CCMDs), etc., concerning their data and AI requirements of the directorate.
  • Clearly presents project goals, project progress, ideas, dashboards, data analysis, plans and strategies by developing and delivering POAMs.
  • Contributes to POM planning.
  • Investigates existing systems and technologies and document data sources, technologies and analytics products within the CTR directorate.
  • Leads/Coordinates pilot projects or Proof of Concepts involving data analytics and AI projects.
  • Provides support to various business process improvement efforts throughout the directorate.
  • Overall stakeholder engagement facilitation.
  • Additional duties as assigned.

 

Required Qualifications

Bachelor’s degree and 5+ years or Master’s and 3+ years of related experience.

  • Demonstrated proficiency with Microsoft Office tool suites.
  • Familiarity with, and experience using, Data Management life cycle and associated tools such as, Databricks, BI tools (Qlik, Tableau, Power BI, MicroStrategy, etc.).
  • Familiarity with, and experience using, advanced analytics, machine Learning (ML) and Artificial Intelligence (AI) techniques and technologies.
  • Familiarity with, and experience using, cloud techniques and technologies such as Amazon Web Services (AWS) and Microsoft Azure.
  • Familiarity with, and experience establishing and operating, data and AI governance.
  • Top Secret /SCI clearance required (US Citizenship)

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
