Overview: Agile Defense is an award-winning national security company looking for a Management Consultant to provide strategic project and change management support to National Oceanic and Atmospheric Administration (NOAA) at the National Weather Service (NWS). Competitive candidates will be proven problem solvers with experience managing projects. Experience providing strategic consulting services in support of organizational change management initiatives would be very beneficial to this role. Ideal candidates will be detail-oriented creative thinkers and comfortable supporting multiple projects concurrently. Relationship building, collaborative teamwork, and interacting with senior executive government leaders on an independent basis is crucial to this role. Key activities that will be supported include project schedule development, monitoring and control of project execution, change, risk and scope management, stakeholder engagement, internal communications, reporting administrative support for enterprise-wide projects and programs.

Responsibilities/Duties:
• Manage day-to-day operational aspects of a project and scope in support of senior executive government leaders
• Work with senior government leadership on overall program strategy and create innovative communications deliverables to articulate key messages
• Implement accurate and repeatable program management processes
• Facilitate and contribute to strategic planning and milestone development
• Provide project and change management coaching to senior executive government leaders
• Create and support the implementation of automated Smartsheet work management solutions
• Develop and manage project schedules based on high-level milestones
• Planning, creation, and delivery of agency-wide webinars, all hands messages, and internal communications
• Support the development of Organizational Performance Metrics and performance management strategies
• Ensure project documents are complete, current, and archived appropriately
• Assist with capturing meeting notes and managing post-meeting actions items
• Identify and leverage opportunities for business process improvement
• Knowledge of analytical tools and techniques used to effectively plan and communicate project status to executive level stakeholders
• Other duties as assigned
Required Qualifications:
• Project Management Professional (PMP) Certification – candidate must possess Project Management Institute (PMI) PMP certification or be willing and able to obtain PMP within 60 days of joining project (Training Assistance provided)
• Education: BS/BA degree (or equivalent)
• Functions: Project Manager must be PMP certified demonstrated, in-depth knowledge consistent with PMBOK best practices as reflected/describe by Project Management Institute (PMI)
• Experience: 5-7 years of experience in project and/or change management and 2+ years of experience in internal communications
• US Citizenship
Preferred Qualifications:
• Smartsheet experience (sheet/dashboard creation, reporting, automated workflows & formulas)
• Out-of-the-box, creative thinking to generate simple, implementable solutions for complex challenges
• Demonstrates exceptional writing and oral communication skills
• Organizes, directs, and coordinates the planning and production of all activities associated with assigned delivery order projects
• Excellent analytical, teaming, and interpersonal skills
• Excellent written, verbal communication, and presentation skills
• Positive attitude and a team player that is comfortable pivoting and backing up teammates when necessary
• Self-starter, self-motivated, and highly detail oriented
• Ability to accomplish a task with little direction and guidance
• Seeks advice/assistance when needed
• Ability to manage and prioritize multiple tasks
• Effectively communicate relevant project information to management
• Resolve and/or escalate issues in a timely fashion
• Ability to communicate effectively with staff at all levels of the program with outstanding listening skills
• Experience with Google Suite and GoTo Webinar
• Experience in internal communications, social sciences, cloud/network technology, or other STEM fields a plus
• Prosci training (ADKAR methodology) and/or Association of Change Management Practitioners (Certified Change Management Practitioner) certification a major plus
