MetaPhase is seeking a Vice President of Technical Solutions (Sr. Solution Architect) to lead our most strategic solutioning and proposal efforts. This senior leader will drive both new business and organic growth by shaping innovative technical solutions, leading complex proposal efforts, and partnering with delivery teams to expand technical offerings across existing contracts.

What You’ll Be Doing 
  • Lead full-lifecycle proposal efforts—including market research, technical/management approaches, staffing plans, pricing strategies, graphics, orals, and teaming decisions. 
  • Own the RFI response process, including managing assignments and contributors across teams. 
  • Personally lead Top Deals - MetaPhase’s most strategic technical pursuits and solutions. 
  • Develop complete proposal content packages—past performance, resumes, CONOPS diagrams, orals scripts, and slide decks. 
  • Define and communicate win themes, differentiators, and teaming strategies for each pursuit. 
  • Lead pricing inputs, including staffing models, org charts, and BOE alignment with technical solutions. 
  • Drive the development of reusable products, accelerators, and solution frameworks that enhance proposal competitiveness and support organic growth. 
  • Partner with delivery teams to identify organic growth opportunities and accelerate adoption of prototypes and tech solutions on existing contracts. 
  • Drive and prioritize the technical growth pipeline in alignment with corporate strategy.

What We’re Looking For (Required) 
  • U.S. Citizenship required (NO EXCEPTIONS). 
  • Minimum 10+ years of IT experience and 10+ years of experience in the federal sector. 
  • Proven experience leading technical solutions for large federal proposals, including technical writing, pricing input, and graphics development. 
  • Ability to manage and contribute to all proposal elements—technical, management, past performance, staffing, and orals. 
  • Experience collaborating with delivery teams to shape organic growth and expand existing programs. 
  • Strong understanding of federal acquisition, evaluation criteria, pricing, and competitive strategies. 
  • Excellent writing, facilitation, and communication skills. 
  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field. 
  • Ability to obtain and maintain a Public Trust (PT) clearance; Top Secret (TS) preferred.

  • Remote with approximately 15% travel (at least monthly) to company headquarters (Reston, VA), client sites (primary Washington, DC), and conferences (across the continental U.S).
