Jefferson County is seeking Senior Real Property Appraisers. Senior Real Property Appraisers are responsible for appraising residential and commercial properties to establish a fair market value for ad valorem tax purposes according to state and federal guidelines. Senior Appraisers gather information by inspecting property to determine the value of the property for tax purposes. Senior Appraisers also assist in the development, interpretation and/or implementation of goals, objectives, policies, procedures, budgets and/or laws. A significant amount of judgement is used during the assessment process and Senior Appraisers must follow strict adherence to set policies, procedures and State law. The work is performed throughout the county and requires the employee to travel to various locations in order to perform the appraisals. Senior Appraisers oversee the work of Appraisers including training, assigning, reviewing and/or approving work, motivating, evaluating and providing performance feedback. Work is performed under the direction of a supervisor and is reviewed for completeness and adherence to policies and procedures.COMPENSATION & BENEFITS:

The following are job-related qualifications that are required for employment consideration for this position:
Driver's license.
Alabama Certified Real Property Appraiser (ACA) through Alabama Department of Revenue.
Experience appraising residential and commercial properties utilizing all approaches to value (i.e., cost, sales comparison, and income).
Experience in valuation of disputes (e.g., protests, appeals, litigation).
PREFERRED QUALIFICATIONS:
The following are job-related qualifications deemed desirable by Jefferson County. These qualifications may be considered by the county when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.
Certified Residential Real Property Appraiser or Certified General Real Property Appraiser through Alabama Real Estate Appraiser's Board.
Experience supervising others to include delegating tasks, training/instructing regarding appraisal matters, and evaluating the performance of subordinates.
Certified Assessment Evaluator (CAE) from the International Association of Assessing Officers (IAAO).
MAI (Member, Appraisal Institute) designation from the Appraisal Institute.
TYPICAL JOB DUTIES:
Inspects real properties (e.g., commercial) and related documentation (e.g., property records, maps) on behalf of the Jefferson County Board of Equalization in order to evaluate construction, condition, special features, and functional design.
Gathers information and specifications from building plans in order to evaluate important property characteristics (e.g., improvement dimensions, construction materials, structural information, functional design).
Completes valuations and/or assessments of real properties on behalf of the Board of Equalization to determine the amount of property tax owed by property owners.
Identifies and documents various property characteristics (e.g., land, structures) that affect market value.
Performs administrative duties (e.g., writing reports, maintaining files, drafting mail correspondence, communicating information, providing assistance) in order to maintain efficient departmental operations.
Gathers evidence and reviews documentation (e.g., income and expense statements, private appraisals, deeds, liens, mortgages, market trends, attorney general opinions, case law, blueprints, sketches and drawings, legal descriptions) in order to obtain relevant information related to citizen protests of assessed property values and/or related court cases.
Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.
PHYSICAL DEMANDS:
Job involves physical exertion required for sustained periods of light physical activity such as walking or standing. May involve occasional light lifting of items or objects weighing up to 25 lbs.WORK ENVIRONMENT:
Work is conducted both indoors in an office setting as well as during regular field visits to external places of business, residence, or construction worksites. Work involves use of standard office equipment, such as computer, phone, copier, etc.EEO STATEMENT:
