Accounting Manager - Financial Reporting

Full Salary Range:                    $90,900 - $127,300 Annually
Anticipated Hiring Range:      $90,900 - $109,100 Annually

Job Summary:

The City of Greeley is seeking an Accounting Manager to manage financial reporting within the Finance Department to ensure general ledger transactions are properly recorded and appropriate accounting records are maintained.  This position also provides oversight and input into the operations of the City’s financial accounting system and the City’s internal control framework.  The Financial Reporting Accounting Manager reports to the Deputy Finance Director.

Experience, Knowledge, Skills:

Minimum Requirements

  • Bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration, public administration, or a related field.
  • Five (5) to seven (7) years’ experience in accounting or related field.
  • Three (3) to five (5) of experience in local government accounting.  
  • Three (3) to five (5) years of supervisory experience.

AND, 

  • A valid Colorado driver's license,

Preferred

  • Master’s degree in finance, accounting, business administration, public administration, or a related field
  • Certification as a Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO)

OR,

  • An equivalent combination of education and/or experience may be substituted on a year-for-year basis.  
  • Additional licensure and certifications that demonstrate the ability to successfully perform the job responsibilities may be considered by the hiring authority.

Knowledge, Skills, and Abilities:

  • Knowledge of Governmental Accounting Standards Board (GASB) statements and the ability to implement changes, when required.
  • Knowledge of Generally Accepted Accounting Principles (GAAP). 
  • Understanding of generally accepted auditing standards and government auditing standards
  • Computer skills, including the ability to utilize Microsoft Office programs (i.e., Word, Excel, PowerPoint, Outlook, etc.) and learn and experiment with new software and systems.
  • Knowledge of the organization structure, financial structure and systems of Colorado municipalities
  • Knowledge of accounting principles, processes, and best practices
  • Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal. 
  • Interpersonal skills, including the ability to facilitate interaction, communication, and teamwork between others.
  • Oral, written, and listening communication skills, including the ability to accurately interpret what others are saying and convey messages, information, concepts, and details accurately and clearly.
  • Organizational skills, including the ability to set and meet goals and deadlines, manage appointments, create schedules, coordinate and facilitate meetings, and make decisions. 
  • Ability to solve a wide variety of complex accounting problems and propose and implement resolutions.

Essential Functions:

  • Direct, plan, manage, coordinate and implement the activities of the Financial Reporting Division; meet with staff to identify and resolve problems; assign work activities and projects; assess and monitor workflow and workload; review, evaluate, recommend and implement changes in work products, internal controls, methods, policies and procedures.
  • Assists the Deputy Finance Director with the annual financial statements audit, which requires developing and maintaining a written plan for completing the audit in a timely manner.   
  • Coordinates month-end and year-end accounting processes by providing planning and training, setting goals and expectations for accuracy, completeness and deadlines.  This includes developing and maintaining a check list of all items that should be reviewed at month end and year end, entries that must be made, and workpapers that must be included in fund files. 
  • Assists external auditors during the annual audit, which includes providing explanations for various accounting policies, procedures and specific questions relating to items recorded and reported in various funds. 
  • Assists in the preparation of the Annual Comprehensive Financial Report (ACFR): transmittal letter, management discussion and analysis, statements, notes, and schedules.   
  • Coordinates the process for monthly and year-end close procedures, which requires developing and maintaining a check list of all items that should be reviewed, entries that must be made, and work papers that must be prepared for documentation.
  • Prepares and maintains financial records and reports, including the Chart of Accounts in Oracle. 
  • Reviews and approved general ledger entries and the financial documentation and analyses completed by the Accountants to support financial transactions for City funds.
  • Reviews bank reconciliations for accuracy and to ensure that they are completed in a timely manner.
  • Ensures capital assets are recorded properly, ensures inventory all City property, buildings, and equipment is maintained, and reviews all capital asset transactions and schedules.  
  • Ensures financial reporting periods are closed in a timely manner.
  • Ensures balance sheet accounts have proper documentation.
  • Enforces existing accounting policies and procedures and recommend improvements.
  • Supervises the work of the accountants in the Finance Department.    
  • Prepares highly complex journal entries and related supporting data.
  • Stays current on Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) pronouncements, State and Federal laws and regulations; coordinate the implementation of any necessary changes.
  • Recommends changes/modifications to accounting system and financial reports based on GASB pronouncements.
  • Perform other related duties and responsibilities as assigned.

Supervisory Responsibilities:  

  • Organizes and delegates assignments to team members.
  • Hires, trains, motivates, and coaches employees.
  • Evaluates employees’ performance, writes the performance appraisals and meets with employees on the appraisal and to set goals.
  • Selects and approves promotions and transfers.
  • Holds employees accountable for assigned tasks and goals.
  • Provides timely and constructive feedback and training opportunities.
  • Provides training opportunities with a focus on employee development.
  • Resolves conflicts and complaints.
  • Ensures compliance with safety procedures.

Travel:  Approximately 10% flexible local travel. 

Work Environment:

  • Work is primarily performed in an office environment.
  • The City of Greeley has established a formal telework policy that allows eligible positions, in coordination with their Departments' management team, an opportunity to incorporate a component of remote work into their working schedule. This position will be eligible for consideration under the City's telework policy.

Physical Requirements:

  • While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear.
  • The employee is occasionally required to stand.
  • The employee must occasionally lift and/or move up to 10 pounds.
  • Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and ability to adjust focus.
  • Vision enough to read computer keyboards, reference books and other written documents. 
  • Communication skills sufficient to convey information to the public via telephone and in person. 
  • Manual dexterity sufficient to accurately input, retrieve and verify work assignments.
