DNI/Emerging Technologies is supporting National Oceanic Atmospheric Administration (NOAA). NOAA Technology Partnerships Office (TPO) manages two unique and varied programs, the Small Business Innovation Research (SBIR) Program and Technology Transfer (T2) Program. The T2 program is responsible for managing NOAAs Intellectual property (IP). The goal of NOAA’s T2 program is the successful commercialization of innovative technologies in support of a strong and resilient U.S. economy. This contract will provide services needed at TPO for a technical writer analyst in support of its Intellectual Property (IP) portfolio. These essential services enable TPO to support NOAAs IP management, T2, and communications strategy.
Analyst services with technical writing experience are required in order to provide support services remotely for NOAA’s TPO. This contractor will work closely with the communications lead and technology transfer lead and support staff to translate findings from the performed analysis into products that meet TPO communication goals. This project is the result of a multi-phase approach to increase intellectual property training, and invention disclosures within NOAA.
● The measuring and monitoring the impact of the multi-phase approach through follow-up assessment is required.
● The analyst will provide status updates, and work directly with TPO Program Managers.
● The analyst must communicate clearly, concisely, and accurately in translating complex project or product-specific jargon into terms easily understood by a general but astute audience not necessarily versed in those terms.
● The analyst must be comfortable developing complex, in-depth written and oral communications packages for internal and external audiences.
● Provide TPO a comprehensive assessment of IP materials and documentation and provide recommendations for program improvement.
● Work closely with the technology transfer team and communication’ s team to create and support implementation of IP communication plans, create well designed supporting materials. Design, create and produce materials that are persistent aids to learning.
● Create a comprehensive, research based synthesis report.
● Conceptualize the creation of supporting materials to be used in TPO IP education outreach efforts, for stakeholders and NOAA management.
● Support Communications staff in development of various IP messaging efforts.
● Support Communications with the development of various documentation about our IP program.
● Technical writing experience from analysis stage through delivery of product.
● Basic understanding of user experience best practices in traditional and online design for client-facing deliverables.
● Ability to communicate and work with users of varying technical skill levels.
