Data Science Support Lead

Responsibilities

This position serves as the Advisory and Assistance Services (A&AS) Data Science Support Lead for the Defense Threat Reduction Agency (DTRA), Cooperative Threat Directorate (CT), Mission Integration Department (CT-MI). The DoD Cooperative Threat Reduction (CTR) Program’s mission is to (1) prevent the proliferation or use of WMD by working with partner nations to secure, eliminate, detect, interdict, and protect against WMD and related materials; and (2) build partner nation capacity to safely detect and report biological incidents at their source. The DoD CTR Program carries out this mission to protect the U.S. homeland, U.S. forces and citizens abroad, and our Allies and partners. CT-MI provides support to the entire CT directorate and offices in 22 countries.  CT-MI provides general program and administrative support for CT, including the following; travel, strategic planning, manpower/ human capital, training, and other mission critical functions.    

 

The Data, Assessments, and Metrics team within MI produces data-centric support to enable informed decision-making and strategic planning through metrics, data analysis, and assessment, to advance the CTR mission. The Data Science Support Lead is responsible for advising government clients and A&AS support staff on all aspects of data science related workflows across CTR.  In this role, you will work on teams with other data scientists, software developers, and SMEs to apply best practices to develop and manage workflows that ingest large volumes of raw data from various sources, wrangle and transform data for analysis, create pipelines to automate data movement, implement quality checks, and utilize data tools to query data to develop visualizations and analysis for valuable agency insights.  Your primary focus will be to advise on technical and strategic approach in developing and deploying advanced data analytics functionality to identify measurable value and success within CTR. 

 

DUTIES:

  • Act as the primary counterpart of the CTR data scientist to advise on technical and strategic leadership
  • Demonstrate business and project management acumen
  • Identify, adapt, and integrate DoD accessible technologies, industry best practices and state-of-the-art research into creative solutions to manage CTR data
  • Collaborate with technical subject matter experts
  • Develop and maintain Standard Operating Procedures (SOPs) and desktop procedures 
  • Draft on-schedule, high-quality deliverables to inform decision making and administer MI’s efforts (e.g., talking points, analyses, briefings, summaries)
  • Maintain knowledge management of current and historical documents for internal and client distribution
  • Schedule and facilitate regular meetings with clients and internal stakeholders to identify and review requirements, milestones, and timelines
  • Other duties as assigned

Required Qualifications

  • Bachelor’s degree and 7+ years of relevant experience (or a Master's and 5 years). 
  • Demonstrated expertise in data lake platforms
  • Demonstrated expertise in data processing frameworks and engineering tools to perform large-scale data operations like ingestion, wrangling, and transformation
  • Demonstrated expertise in querying databases and using statistical computer languages such as R, Python, SQL, etc.
  • Demonstrated ability to create compelling analysis and data visualizations
  • Demonstrated subject matter expertise in one or more of the following fields: project management, federal acquisition, and client engagement
  • Strong relationship-building and stakeholder communication skills particularly with senior leadership audiences translating complex technical concepts into simplified relevant outputs that can be understood and actioned upon by both technical and non-technical colleagues
  • Demonstrated proficiency with Microsoft Office suite
  • Program and project management support experience
  • US Citizenship and Active DoD Secret clearance or higher.

  • Degree in Computer Science, Engineering, or related field.
  • Experience and successful track record of building effective relationships with clients and other stakeholders, anticipating and understanding client’s needs and requirements, and exceeding client expectations
  • Professional certifications relevant to applicable fields
  • Certified Scrum Master or PMP Certification
  • DTRA CTR, Weapons of Mass Destruction (WMD), or Counter WMD (CWMD) experience
  • Ability to work collaboratively and independently
  • Ability to work on multiple projects, including resourcing, tracking, following-up, and following-through to project completion
  • Strong attention to detail, communication, critical thinking, and problem-solving skills
  • Flexibility/adaptability to work in a fast-paced environment with several stakeholders across different programs
  • Ability to accurately discern and prioritize tasks
  • Initiative and proactiveness to recognize organizational gaps and needs

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
