JOB SUMMARY

The Public Service Valuation Analyst is responsible for the central valuation of railroads, airlines, and public service corporations annually for ad valorem tax purposes.  Analysts will coordinate and communicate either in-person or over the phone, with company representatives to gather, interpret and review corporate financial information for valuations.  They will analyze company renditions, along with additional financial information and appraisals, and will use a standardized unit methodology for each industry.  Analysts will assess the values upon completion of the annual valuation process and will apportion to the proper taxing jurisdictions.  Analysts will determine if the appraisal meets the Oklahoma Tax Commission’s policy/procedure guidelines, statutory guidelines, regulatory standards, unit valuation standards and represents a fair estimate of property value.  In addition, Analysts will work with Management to develop, implement, and administer appraisal guidelines, policies, and procedures.

DUTIES AND RESPONSIBILITIES

The functions performed by employees in this job family will vary, but may include the following:

  • Determines Oklahoma Fair Cash Values for Airline, Railroad, and Public Service Corporation for ad valorem taxation.
  • Reviews and analyzes Public Service Annual Reports
  • Reviews and analyzes sworn lists or schedules, including Balance Sheets, Income Statements, and government regulatory reports
  • Identify reporting discrepancies or missing information from Public Service Annual Reports
  • Engage in discussions with taxpayers at informal conferences
  • Reviews proposed Intangible Personal Property Exemptions for unit valuation
  • Research and prepare Impact Study for release to the counties
  • Assists with apportionment questions from companies and counties
  • Research and determine Discovery of new Public Service Companies
  • Collaborates in determining yearly capitalization rate and equity rate
  • Completes internal company audits and protest summaries
  • Conducts research and analysis on Unit Valuation methodology
  • Assists in hosting, registering participants, and monitoring classrooms at the Annual Educational Conference
  • Presents at Annual Education Conference and other meetings as needed
  • Assists in training Co-workers
  • Maintains productivity in line with established benchmarks
  • Other duties or tasks as assigned by management, including special projects

COMPLEXITY OF KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of

  • Generally accepted valuation approaches (cost, market and income), including discounted cash flow, replacement cost methods, capital asset pricing model, etc.
  • Computer technology principles, terminology, and automated systems, including Microsoft Office applications
  • Accounting, finance, and appraisal methodologies and principles
  • Financial Statements, including Balance Sheet and Income Statements
  • Government regulatory forms, Ex: FERC Forms, SEC, R1
  • Analytical principles

MINIMUM QUALIFICATIONS

Education and Experience requirements at this level consist of

  • A bachelor’s degree in accounting, finance, business/public administration or a closely related field; PLUS, two years of experience in accounting, finance, business, appraisal work, unit valuation, or closely related work
  • OR an equivalent combination of education and/or experience in accounting, finance, business, appraisal work, unit valuation, or closely related work

PREFERRED QUALIFICATIONS

Preference may be given to applicants who:

  • Have experience with central or Unit Valuation
  • Have an understanding of Replacement Cost New Studies
  • OSU CLGT accredited in the Assessor Training and Accreditation (ATAP) program.

PHYSICAL DEMANDS

Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator, and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 15 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.

SPECIAL REQUIREMENTS

This position requires occasional travel.  Applicants must have reliable transportation and be willing and able to perform all job-related travel.  Possession and maintenance of a valid Oklahoma State Driver’s License is also required. 

Oklahoma Tax Commission’s normal work hours are Monday through Friday, 7:30am to 4:30pm.  This schedule may require minor flexibility based on the needs of the agency.

Telework may be required based on the needs of the agency, division, and section.  If applicable, applicant must be willing and able to BOTH work on-site and telework at an off-site location, generally in the applicant’s home.  Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
