JOB SUMMARY
The Public Service Valuation Analyst is responsible for the central valuation of railroads, airlines, and public service corporations annually for ad valorem tax purposes. Analysts will coordinate and communicate either in-person or over the phone, with company representatives to gather, interpret and review corporate financial information for valuations. They will analyze company renditions, along with additional financial information and appraisals, and will use a standardized unit methodology for each industry. Analysts will assess the values upon completion of the annual valuation process and will apportion to the proper taxing jurisdictions. Analysts will determine if the appraisal meets the Oklahoma Tax Commission’s policy/procedure guidelines, statutory guidelines, regulatory standards, unit valuation standards and represents a fair estimate of property value. In addition, Analysts will work with Management to develop, implement, and administer appraisal guidelines, policies, and procedures.

PHYSICAL DEMANDS
Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator, and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 15 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.
SPECIAL REQUIREMENTS
This position requires occasional travel. Applicants must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver’s License is also required.
Oklahoma Tax Commission’s normal work hours are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.
Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to BOTH work on-site and telework at an off-site location, generally in the applicant’s home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
