Veolia and the City of Winnipeg entered in a 30-year Program Agreement in 2011. Part of Veolia’s role is to provide support services for capital projects within the Winnipeg Sewage Treatment Program (WSTP). The Interface Manager will be a part of a diverse team of both Veolia and City of Winnipeg employees (the Program Team) to assist in delivery of three (3) major projects worth approximately $3 billion dollars. The Interface Manager will work out of the City of Winnipeg Waste and Waste Engineering Department (1199 Pacific) and at the North End Sewage Treatment Plant (NEWPCC). 

Under the general direction of the Program Leader, the Interface Manager is responsible for assisting in the management and delivery of critical major capital projects required to upgrade the City of Winnipeg’s three (3) sewage treatment plants to meet Provincial effluent license limits and the Water Protection Act. This position focuses on the interfacing of three (3) critical projects at the NEWPCC which are individually valued at over $500 million, are fast-paced, highly complex, involve significant risk, and are public-facing. These projects are delivered using alternative procurement methods and require specialized knowledge and experience for successful delivery.

Job Description

Main Responsibilities:

Provide expert advice and assistance during the Project Planning and Initiation Phase of individual major capital projects. This could include but is not limited to:

  1. Reviewing and assisting in the preparation of deliverables including Project Delivery Plan, Interface Management Protocols and contractor communication plans
  2. Assisting in the high-level Constructability Reviews and critical tie-ins into the existing infrastructure

Provide leadership, expert advice, and assistance during the Project Development Phase of individual major capital projects. This could include but is not limited to:

  1. Participation in working level groups
  2. Participating and advising in the development of Contract documents
  3. Review of Construction Management Plans
  4. Review of the Detailed Constructability Documents/Deliverables
  5. Review of the Workforce management plans
  6. Review of schedules and cost estimates
  7. Participating in the development of commissioning plans

Provide leadership, expert advice, and assistance during the Construction and Commissioning phase of individual major capital projects. This would include but is not limited to:

  1. Reviewing Contract Change Orders, Request for Information, Non-Conformance Reports, etc. to provide expert advice and input
  2. Managing the communication and work outputs between all the contractors on site and with the operations and maintenance staff of the facility
  3. Review all proposed shutdown scopes of work and coordinate with plant staff to ensure safe and efficient operations of the plant
  4. Management of the interfaces between the various projects, stakeholders and the facility.

Qualifications

Knowledge, Skills and Experience:

  • Construction Management Degree, Certified Engineering Technologist Diploma or Bachelor’s Degree in a relevant Engineering discipline, Construction Management or able to demonstrate an equivalent level of knowledge.
  • Minimum of 10 years’ experience with 5 years’ experience directly related to Construction Management.
  • Must have previous experience with construction tie-ins and interfacing of existing facilities, the ability to coordinate with operations for shutdowns or process equipment, work with multiple trades and contractor personnel.
  • Veolia is the world’s largest environmental service provider and a partner of the City of Winnipeg. Demonstrating knowledge of current local or world environmental challenges will be an advantage.
  • Must have the ability to coordinate multiple work fronts across organizations performing different scopes of work.
  • Good understanding of construction trades, wastewater processes and quality management.
  • Working knowledge of ACONEX considered an asset.
  • Experience working in the Google Suite of office tool would be considered an asset.
  • Capable to play a central role in coordinating and integrating progress across internal and external program team members.
  • Must have the capability to conduct analyses on complex data sets and review large complex technical reports.
  • Must demonstrate ability to pay close attention to details, and present good planning, organization, and time management skills.
  • Must have the ability to handle diverse tasks simultaneously and be able to work effectively with interruptions. Ability to handle confidential or sensitive information and issues.
  • Must demonstrate ability to work in a team environment and willingness to assume additional or new responsibilities.
  • Must demonstrate effective oral and written communication skills and the ability to independently compose routine written communications.
  • Must demonstrate ability to adapt communication style for diverse audiences from construction site / plant floor to senior management.
  • Must demonstrate the ability to guide others and deliver through other people / groups without direct management control.
  • Must have strong partnering abilities to develop networks and build alliances; collaborate across boundaries to build strategic relationships and achieve common goals.

Work Environmnent:

Permanent position, offered on a full-time basis, from Monday to Friday. 

Site/office work environment with the ability to work remotely for up to two (2) days per week.

Possible Work Hazards: 

Must take care in moving or lifting office supplies. Exposure to industrial and construction plant hazards including excavations, noise, heavy equipment, fumes and chemicals.

Physical Demands:                                                     

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stand; walk; and stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, and ability to adjust focus.
