Job Description

Mission Technologies a division of Huntington Ingalls is looking for a qualified individual to fill the role of a Technical Support Specialist - Live, Virtual, Constructive (LVC) Lead works onsite Navy Warfare Development Center, Norfolk Naval Station supporting Maritime Operation Center – Exercise Support Team (MOC-EST) and Naval Surface Warfare Center- Corona (NSWC-Corona) in providing Navy LVC training throughout all assigned Areas of Responsibility (AORs). This person assists with the planning, design, and execution of Operational-level Fleet Synthetic Training (FST-O) events for Fleet and task force staffs, to include assigned reserve personnel. The LVC Lead also supports on-site and distributed training events at other Norfolk VA sites, as directed. 

Essential Job Responsibilities

 

  •  Ensure the NCTE sustainment team and event support personnel are equipped with valid standard configurations for all assigned and integrated trainers and training capabilities participating in the event.
  • Have a valid NCTE Coalition network (NATO, JPN, or FVEY) activation for partner nation training capabilities that exist on one of the Coalition training enclaves.
  • Monitor service disruption notices for planned service or connection outages that would negatively impact the training event. In the case of conflicts, coordinate with the operational event lead, service disruption coordinator, and or networks support personnel to mitigate or (when possible) adjust the dates of the conflict.
  • Coordinate, via collaboration, with the engineering team for the assignment of any engineering resources required to support the event or engineering reach back support.
  •  Annotate additional travel hours and total daily work hours required by technical resources and provide this information to the site manager for inclusion in the official manning plan.
  • Coordinate with the event technical lead to identify the training architecture hardware/assets that directly support the training event in order to prevent detrimental impact from system updates and reboots during an event or exercise. Ensure the request has been implemented prior to event start.
  •  Troubleshoot LVC system related issues and ensure training event system interfaces are configured in accordance with documented interface standards. Report technical casualties or disruptions in accordance with NCTE procedures and processes. When unable to resolve issues, coordinate for elevated engineering support
  • Collaborate with the event technical lead for the training event mission requirements and collaborate with engineering as necessary to ensure these event requirements are met.
  • Develop event-specific diagrams using established integrated capabilities as documented in the NCTE processes and procedures as well as any other event specific information provided by the event technical lead or as advised by engineering (e.g. project notes, planning conference minutes, etc.).

  • Determine the integration status of all required trainers and training capabilities for the event. These trainers and training capabilities will be enumerated on the event status page. Also, will ensure the event technical lead is aware of applicable training system capabilities and limitations - as well as any other related modeling and simulation issues - in the months or weeks leading up to the exercise. In the case where a planned trainer or training capability has not yet completed integration, and trainer availability precludes integration completion prior to exercise operational checks, this position will confer with engineering as needed.

Minimum Qualifications

Education and Experience:

•              4 years relevant experience with Bachelor of Science in Information Technology or similar OR

•              2 years relevant experience with Masters in related field OR

•              High School Diploma or equivalent and 6 years relevant experience.

Skills & Requirements:

•              U.S. Citizenship.

•              Active Secret Clearance (with potential upgrade to Top Secret).

•              Must be familiar with Linux (command line) and Windows operating systems.

•              A current CompTIA Security + certification is required for the position.

•              Must have technical leadership ability. During LVC event execution, must be able to address technical issues by understanding which engineering domain problems belong to and then engage engineers from the appropriate domains to resolve issues.

•              Must have excellent written and verbal communication skills and be comfortable communicating at various levels of the organization. This may involve lower level technical collaboration on issues with assigned engineers or high level explanation of issues and/or status updates with senior leadership.

•              Knowledge of distributed simulation protocols such as High Level Architecture (HLA) and Distributed Interactive Simulation (DIS).

•              Familiarity with networking concepts, architectures, and protocols such as TCP/IP and UDP.

•              Must be familiar with MS Office.

Preferred Requirements

  • Experience with MS Visio software to produce technical architecture drawings.
  • Knowledge of Navy C4I tactical systems such as Link 16 and GCCS.
  • Experience working with Navy systems and/or commands.

Physical Requirements

Typical office environment with no unusual hazards, occasional lifting to 50 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines. Routine travel to remote site facilities may be involved. Non-standard hours may be required approximately 6 times per year for 2-3 weeks at a time to support event execution and testing.
