Senior HR Manager, EMEA

About the Team

OpenAI’s People team aims to hire, engage, and retain world-class talent to safely build and deploy universally beneficial Artificial General Intelligence (AGI). The HR team, a vital subset of the People team, supports a diverse group of scientists, engineers, and business professionals, with expertise in employee relations, immigration, compensation and benefits, learning and development, project management, and more.

About the Role

We are seeking an experienced Senior HR Manager to join our team and be our first “boots on the ground” in EMEA. This high-impact role will be the primary strategic and operational HR partner for our teams in Dublin, London, Paris, and more.

In this role, you'll blend strategic vision with tactical execution, supporting our teams operationally while shaping HR strategies that scale. These are early days for our EMEA presence, and we anticipate this role will expand significantly alongside the right candidate. This role reports to our Head of HRBP, based in San Francisco.

In this role, you will:

  • Lead HR operational efforts, including onboarding, employee relations, performance management, and HR policy guidance.

  • Partner closely with leaders across EMEA to provide proactive HR support and coaching.

  • Collaborate with global Benefits, Total Rewards, and Payroll teams to ensure smooth operations and localized compliance.

  • Act as a trusted advisor, leveraging data and insights to inform decisions and improve HR processes.

  • Drive continuous improvement, identifying opportunities to enhance employee experience and operational effectiveness.

We’re looking for someone with:

  • 10+ years in HR experience, including significant experience in HR management, ideally within fast-paced, growing international organizations.

  • Demonstrates a balanced approach—equally comfortable with hands-on tasks and strategic initiatives.

  • Has a collaborative, low-ego style, thriving in roles that require operational diligence and strategic foresight.

  • Strong communicator, able to build trust and relationships across cultures and geographies.

  • Passionate about building foundations, comfortable with ambiguity, and energized by growth opportunities.

Workplace & Location

This role is based in our Dublin office and we offer relocation assistance to new employees. We expect you to have quarterly travel to our London, Paris and other EMEA office locations to build relationships and support those teams.

Our offices use a hybrid work model: three days in the office per week with optional work from home on Thursdays and Fridays. Our open-plan offices have height-adjustable desks, conference rooms, phone booths, well-stocked kitchens full of snacks and drinks and more.
