The Director of Program and Staff Development provides visionary leadership in designing, implementing, and evaluating innovative programs that address the evolving needs of communities and stakeholders. This role champions a systematic approach to program development, encompassing assessment, design, delivery, and evaluation, to ensure initiatives are impactful and aligned with the organization's mission. By fostering a culture of continuous improvement, the Director ensures that programs are accessible, relevant, and responsive to Texans. Collaborating closely with college leadership and various departments, the Director integrates staff development strategies to build organizational capacity, ensuring that personnel are equipped with the competencies necessary to deliver high-quality programs and related research. This position plays a pivotal role in advancing the College of Agriculture, Food and Natural Resources (CAFNR’s) commitment to excellence in program development and staff empowerment, driving meaningful engagement and sustainable outcomes within the communities served.
This position is funded by a grant or restricted funds. Continued employment is contingent on the renewal of grant or restricted funding.
Key Responsibilities:
Program Development: Leads the design, development, and continuous improvement of impactful programs that align with CAFNR’s mission and meet community needs. Utilizes the full NAEPSDP-aligned cycle of program development: conduct comprehensive needs assessments, engage stakeholders, develop logic models, design curriculum and delivery systems, and implement evaluation strategies. Fosters a data-driven, results-oriented approach to programming that promotes innovation and measurable outcomes. Collaborates with researchers, faculty, agents, and specialists to scale effective practices, address programming gaps, and expand land-grant impact.
Training & Development: Develops and implement a strategic, mission-aligned talent development plan to address emerging skillsets and future workforce needs. Identifies organizational training needs and source or create programs to build competencies in leadership, communication, evaluation, and technical areas. Designs scalable onboarding and professional development systems that promote early success and long-term employee retention. Ensures that training initiatives support the unique roles of Extension educators, researchers, and support professionals.
Employee Engagement & Career Development: Implements strategies to build an environment of engagement, recognition, and professional growth. Conducts regular assessments of employee engagement and organizational climate; use findings to guide improvement. Leads the creation of career development pathways and succession planning models that promote internal advancement and leadership readiness. Oversees wellness and support initiatives that enhance employee satisfaction and retention.
Strategic Development: Serves as a strategic advisor to CAFNR leadership on organizational growth, workforce alignment, and structural enhancements. Leads projects that promote innovation in Extension and Research staffing models, programming strategies, and operational effectiveness. Collaborates with departments and units to develop frameworks for professional development, leadership cultivation, and organizational excellence. Aligns programmatic and staffing efforts with institutional goals and reporting requirements.
Team Leadership & Resource Management: Leads and mentor a team of program and staff development professionals. Fosters a collaborative, goal-oriented work environment focused on performance and accountability.
Manages the unit’s budget, allocates resources effectively, and ensures compliance with funding and reporting requirements.
Participates in college-wide activities, committees, and performs other duties as necessary to support the overall mission and goals of the college.
Required Education and Experience:
Bachelor’s degree in in Agricultural Sciences, Extension Education, Public Administration, or a related field.
10 years of related experience.
Required Knowledge, Skills and Abilities:
Knowledge of leadership models, organizational behavior, and best practices for managing teams, fostering a positive work culture, and promoting employee engagement.
Proficiency in designing, implementing, and evaluating training programs and organizational initiatives to ensure effectiveness and continuous improvement.
Ability to collect, analyze, and use data to inform decision-making, assess program effectiveness, and report results to stakeholders.
Ability to work effectively with senior leadership, other departments, and external partners to achieve shared goals and drive organizational success.
Ability to think critically and strategically, setting long-term goals and aligning staff development initiatives with the organization's overall mission and objectives.
Preferred Qualifications:
Master’s degree in Agricultural Sciences, Extension Education, Public Administration, or a related field.
At least 7 years of progressive leadership experience in Extension, Agricultural Research, or related areas, with a demonstrated track record in staff development and program management.
Strong understanding of the land-grant university system and the role of Extension and Agricultural Research programs.
Proven ability to design, implement, and evaluate training programs for various audiences.
Exceptional communication, interpersonal, and organizational skills.
Experience working with multidisciplinary teams and external stakeholders.
Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.
