ASSISTANT CENTER MANAGER

Job Description

APPLICANTS MUST BE PERMANENT IN THE PRINCIPAL ADMINISTRATIVE ASSOCIATE CIVIL SERVICE TITLE

Family Independence Administration's provides temporary help to individuals and families with social service and economic needs to assist them in reaching self-sufficiency via essential and diverse programs/services, such as: temporary cash assistance, SNAP, childcare, eviction prevention services, adult protective services, job training, employment plans/support, domestic violence assistance, child support enforcement, etc.

Under the direction of the Deputy Center Manager, with considerable latitude for decision making, performs difficult and responsible specialized administrative work supervising the functions of the City-wide Claims Units and/or supervising the functions of the City-wide Special Projects Units. The City-wide Claims Units are responsible for determining if Food Stamp claims should be filed on cases with change actions resulting in a benefit issuance change. The City-wide Special Projects Units are responsible for processing cases identified through computer matches, and city-wide projects involving the processing of cases and resolving data entry discrepancies. These incumbents are rotated periodically and used interchangeably within the Reception, Applications, Control, Recertification, Special Projects, and Change Center sections within the food stamp sites.

FIA’s Office of Project Services is recruiting for four (4) Principal Administrative Associates, II’s to function as Assistant Center Managers, who will:

- Coordinate and maintain control of the activities of the Claims Units Section Supervisors and
their subordinate staff involved in the processing of cases to determine if Food Stamp claims
should be initiated. Coordinate and maintain control of the activities of the Special Projects Section
Supervisors and their subordinate staff involved in the processing of Food Stamp cases identified
on computer matches and special projects.

- Oversee the review of Food Stamp cases for claims determination; ensure that claims are
processed timely to avoid sanctions. Ensure that the rules of Food Stamp recertification and

- Identify performance deficiencies and assist in training staff in their performance of work to
ensure that deficiencies are corrected and to keep staff informed of new or revised policies and
procedures. Ensure that staff has adequate training in compliance with Federal and State
guidelines.

- Prepare weekly and monthly administrative reports for submission to the Deputy Center Manager.
These reports depict fluctuations in activities, monitor performance and evaluate service request
and effectiveness.

- Interpret State, Federal and Agency policies, procedures, and regulations for clerical and
administrative staff; communicate changes in regulations, policies and procedures impacting
work.

- Maintain liaison with the Food Stamp centers to facilitate information collection on cases under
review.

- Monitor and maintain controls of units’ performance and activities geared to promote quality of
service. Monitor time and leave records for subordinates.

- Participate in conferences with Group Supervisors regarding the functioning of the units to ensure
that Food Stamp claims are carried out efficiently and effectively in a timely manner; make
recommendations for improvements.

Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
