IT Concepts, Inc. (ITC) is seeking an experienced Human Capital Management (HCM) Functional Subject Matter Expert (SME). This employee will have the technical expertise and customer-facing skills to understand the Government needs, design and present technical solutions, and drive successful implementation. This individual will collaborate closely with various teams to ensure the architecture aligns with business needs and IT strategy.

Responsibilities:

  • Ability to lead and deliver software capabilities
  • Engage with the Government to understand their business needs and functional requirements.
  • Effectively analyze and demonstrate business processing reengineering of legacy Business Processes in favor of PeopleSoft-delivered capability
  • Translate Functional and Technical Requirements to Business Stakeholders and possess an in-depth understanding of PeopleSoft HCM or Federal HR and Pay business processes
  • Must be comfortable interacting and presenting their work to senior leadership - must be a self-starter and very proactive in their work- must be able to take charge/initiative
  • Engage with senior leaders and clearly articulate functional and business requirements and the value and functionality of HR and Payroll solutions through product demonstrations and presentations
  • Collect Government feedback on solutions and work with internal teams to refine and enhance understanding of requirements
  • Function as the PeopleSoft functional expert
  • Function as the DoD/Federal HR expert
  • Develop user stories, features and epics
  • Develop white papers or Points of Views (PoVs) related to human capital challenges and solutions
  • Support development of DoD/Federal Human Capital Playbooks to support program delivery and business development with industry best practices
  • Support business development with capture and proposal efforts related to human capital opportunities

Location: Primarily remote working EST hours with the ability to travel as needed for ITC HQ and contract support meetings. Candidates are preferred to reside within the general DMV area.

  • Minimum BS degree in computer science, information systems, or business administration, or 10 years’ equivalent experience in client facing roles with PeopleSoft HCM 9.2 applications or Federal HR/Pay experience
  • 10+ years of experience writing requirements, business rules, and performing Configuration and Design of PeopleSoft HCM or equivalent ERP system
  • Proven experience of at least two full implementations of PeopleSoft HCM or equivalent application with emphasis on HR, Talent Management, Time and Labor and Payroll capabilities
  • 3+ years of experience with responding to Federal RFIs and RFPs related to human capital pursuits
  • 3+ years of experience with customer and partner relationships to demonstrate human capital capabilities or influence decisions related to future acquisitions

Preferred Skills:

  • Masters Degree
  • Human Capital related certifications desired (e.g. SHRM)
  • 5+ years of experience and understanding of Federal, DoD/Military HR/Pay rules and requirements (e.g. Title 5, 10, 32, 38, etc.) is desired.
  • SAFe or Agile certifications desired
  • Oracle HCM Cloud or equivalent ERP platform certifications desired

Clearance Requirements:

  • Active DOD SECRET clearance- Desired. Willing to get and maintain DOD-level clearances.
  • US Citizen
