Job Description

The New York City Department of Probation (DOP) helps build stronger and safer communities by working with and supervising people on probation, fostering positive change in their decision-making and behavior, and expanding opportunities for them to move out of the criminal and juvenile justice systems through meaningful education, employment, health services, family engagement and civic participation. We are located in every borough across the City and provide three core services –pre-sentence investigations, intake and probation supervision. In summary, DOP ensures that people who enter our system are supervised according to their risk level and receive the support and services they need to abide by the law and be an asset to their communities.

DOP is seeking a Chief Administrative Officer for the Deputy Commissioner of Administration. Under the executive direction of the Deputy Commissioner, with the widest latitude for initiative, judgment and action, the Chief Administrative Officer will coordinate and implement initiatives and projects, supporting the oversight and management of Administrations operations; duties will include but not be limited to:

- Support the Deputy Commissioner’s oversight of Administration’s budget, meeting regularly with the Finance and Budget line of service to identify budgetary barriers and implement solutions.
- Act as key advisor to the Deputy Commissioner by providing recommendation, guidance and high-level organizational support around actionable items, including but not limited to, prioritization of tasks, strategic vision and preparation and facilitation of presentations.
- Build and maintain thorough understanding of all organizational functions to effectively drive and/or support planning and execution of critical initiatives. Determine how these need intervention, review, realignment and potential reset.
- Provides coordination and support across all 6 Administration bureaus.
- Prepare weekly reports providing project updates and teams’ progress against critical agency and City goals.
- Chair regular alignment meetings with key Administration executive stakeholders to communicate overall expectations, project deliverables and milestones and to provide team support to translate goals into plans.
- Lead projects to educate staff and increase engagement across the 6 lines of service. Support the oversight of OTPS, contracts and outsourcing of critical goods and services steered by the Administration Line of Service
- Oversee and manage Administration’s remote and virtual telecommunication needs
- Provide guidance and support to Administration’s Assistant Commissioners and Executives on organizational structure and design, personnel structure, and capacity building.
- Manage Human Capital transition resources

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
