Budget Officer - EURAI

Under the supervision of the EUR Senior Budget Manager (A. Weber) and Deputy Director overseeing departmental budget and HR matters (M. Horton), the successful candidate will provide a full range of budget-related duties and help manage the EUR’s budget and financial resources and footprint. A key responsibility will be contributing to the formulation of EUR’s budget and its implementation and periodic reporting, including identifying important developments and opportunities. A new area for EUR and the budget officer will be managing external financing related to capacity development (CD) in Ukraine and Southeastern Europe; the candidate will have lead responsibility in this area. The candidate will also support the preparation and monitoring of EUR’s accountability framework and oversee the work of a budget assistant and coordinators working on budget issues (e.g., EUR travel team).

Duties include the following:

  • Contributing to the formulation of EUR's annual and medium-term Fund- and externally financed budgets by analyzing budget-related data and forecasting future resource requirements including for personnel, resident representative offices (RROs), travel, and other discretionary resources;
  • Preparing EUR's annual budget submission and developing and tracking relevant objectives and scorecard indicators;
  • Monitoring EUR's use of resources (both internal and external), including dollar and FTE budgets, throughout the year by analyzing data from OBP and internal EUR information; preparing reports and drafting assessments and analyses;
  • Overseeing devolved budgets of EUR units and RROs; supporting and monitoring execution of devolved budgets and accountability frameworks;
  • Preparing medium-term projections for externally financed activities to help plan staffing and operations;
  • Overseeing the work of and coaching other members of EUR’s budget team;
  • Conducting analyses of resource allocation and expenditures based on knowledge of budget policies and practices, including within the context of the Fund's Accountability Framework; providing suggestions for accounting policies and procedures related to the department's expenditures;
  • Representing EUR on interdepartmental committees, task forces, and working groups related to budget issues, as appropriate;
  • Working with OBP, FIN, ICD, HRD, ITD, CSF, CD departments, other area departments and others, as appropriate, to enhance budgetary and financial tools and work practices, covering both internal and externally financed resources.
  • Providing budget outturn projections and workload indicators such as travel and overtime analyses and contributes to departmental strategy on the Accountability Framework scorecard.

Qualifications

For Grade A9, educational development, typically acquired by the completion of an advanced university degree in business, finance, budgeting, accounting, statistics, computer science, or related field, or a Certified Public Accountant (CPA) or similar professional certification, or equivalent; or a university degree, or equivalent, supplemented by a minimum of six years of relevant professional experience is required. Alternatively, a minimum of two years of experience in a related position at Grade A8, or equivalent, is required.

The successful candidate should have:

  • Excellent analytical skills, proactivity and drive for results, sound judgment, attention to detail and a learning mindset, and the ability to work independently with limited supervision and to function as both lead and member of a team;
  • Ability to set priorities, work under pressure, and manage a number of tasks concurrently within tight deadlines;
  • Ability to work effectively with a broad range of staff within and outside EUR;
  • Well-developed quantitative ability, including proficiency in Excel and its pivot function and ability to organize large quantities of data;
  • Strong oral and written communication skills
  • Thorough knowledge of the Fund's budget policies and procedures (IMF01 and IMF02), including familiarity with recent budget initiatives and the strategy for further budgetary reform in the Fund;
  • Knowledge of the Fund's capacity development and external operations (e.g., RROs) and familiarity with external financing processes;
  • Experience with budget-related financial systems, including iBBIS, PeopleSoft systems (FACTS, TIMS, and TRACES), ability to run queries in these systems.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.
