The Director of Capital Budget will serve within the Division of Budget and Capital Program Management. Candidate will be responsible for managing the preparation, maintenance, and tracking of the agency's $33 billion Ten-Year Capital Plan. Will direct and prepare overall work schedules and coordinate workflow for a staff of 6 professional, administrative, and clerical personnel in the performance of all duties. Responsible for preparation of Capital Commitment Plan updates three times per year including revising cost estimates and schedules of all agency projects in FMS, and Ten-Year Capital Plan updates bi-annually; will manage and oversee all certificate-to-proceed requests for agency projects, working to obtain Office of Management and Budget (OMB) approvals; will prepare tracking reports and updates to managers, the Commissioner, and executive staff on the overall capital budget and capital funding for individual agency programs.
Candidate will work closely with DOT operational division personnel to bring informed understanding of agency’s programs to the central administration of the capital budget. Candidate will serve as liaison to OMB and other agencies budget offices to coordinate funding requests and administration of capital funding. Candidate will perform other related capital budget administration duties as directed by the Executive Director for Budget Administration. Will perform related managerial duties to oversee work of Capital Budget Unit staff for effectiveness, efficiency and compliance with established rules and guidelines. Consults with and advises the Agency Chief Contracting Officer and other executive management on Capital policies. Confers with, consults and advises department heads on problems relating to the procurement of goods and services. The ideal candidate will combine excellent communications skills and strong knowledge of the city’s capital budgeting process to ensure conformity to the agency's requirements and federal/state/city mandates. Familiarity with DOT a plus.

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
