Multifamily Property Management
The Sr. Director of Capital Improvements leads all capital improvement projects across assigned divisions and FPI sites, ensuring on-time and within-budget completion. This role encompasses strategic planning, vendor management, team leadership, and proactive client communication to adhere to client operating budgets, FPI owner management agreements, and compliance with national regulations and company standards. Responsibilities include proactive communication of complex information (technical) for vendor selection, contract negotiation, and performance oversight; developing and implementing preventative maintenance programs; conducting property inspections; managing vendor relationships; and ensuring safety and regulatory compliance. This position also manages and mentors the Director of Capital Improvements and the Regional Maintenance Directors.
Pay: $150,000 -$175,000 / Year
DUTIES AND RESPONSIBILITIES
Supervisory Responsibility: This position requires the management of Regional Maintenance Directors, the Director of Capital Improvements and provides oversight of the hiring, training, and evaluation of these employees. Completes various human resources, financial, administrative, and other reports and analysis, and performs other duties as assigned or as necessary. Motivates teams by providing strategic direction, sharing technical expertise, and fostering a motivated and productive workforce through feedback and guidance. Responsibilities also include monitoring departmental trackers and the ticket system, contributing to the strategic development of departmental messaging through identifying and implementing opportunities for departmental improvement and growth to enhance efficiency, productivity, and quality.
Technical Proficiency: This role oversees, tracks, and collaborates with the Director of CIRM and the Regional Maintenance Director(when necessary) on various capital improvement and maintenance tasks, including inspecting, repairing, and maintaining equipment and building systems.
Capital Improvement Project Planning & Management: This role monitors and provides feedback to CIRM Dir & RMD Leads and manages all phases of capital improvement projects, from initial planning and budgeting through execution, closeout, and reporting. This includes developing project scopes, budgets, and timelines, as well as overseeing contractors and subcontractors on existing projects or new construction.
Capital Improvements: Collaborate with other departments to develop, approve, and initiate 5-, 10-, and 15-year capital improvement plans. Review bidding packages and oversee bids and proposals, while establishing project budgets and trackers for Regional Maintenance and Capital Improvement Directors. Additionally, review and approve change orders or amendments to specifications, blueprints, and plans, ensuring all related documents and budgets are updated accordingly.
Maintenance Programs: This role oversees the development, implementation, and monitoring of preventative maintenance programs, encompassing procedures and schedules for routine maintenance tasks to ensure the long-term preservation and value of properties. The Senior Director of CIRM is ultimately accountable for the effectiveness and successful execution of these programs.
Property Inspections: This role oversees the execution of comprehensive property inspections, including regular inspections of common areas, electrical rooms, maintenance areas, storage rooms, and vacant units. These inspections identify maintenance needs, assess property conditions, and ensure compliance with safety and regulatory standards. The Senior Director of CIRM will oversee and monitor maintenance inspections with all agencies and lenders, coordinate and complete semi-annual and annual unit inspections, monitor daily inspection reports, and be available as a secondary resource to on-call maintenance. This role will also generate detailed reports that document findings and recommendations, ultimately holding accountability for the quality and effectiveness of all property inspections and their resulting outcomes.
Vendor Management: This role provides active oversight to the Director of CIRM and Regional Maintenance Directors throughout the vendor selection process, ensuring strict adherence to preferred vendor guidelines. This includes emphasizing the use of preferred and FPI vendors whenever possible. To guarantee adherence, you will oversee and steer all aspects of vendor selection, including developing detailed bid packages, conducting thorough evaluations of proposals, negotiating favorable contracts, and continuously monitoring vendor performance. You will also evaluate and manage vendor timelines to ensure projects remain on schedule.
Compliance & Safety: Oversees and ensures all capital improvement work complies with company safety standards, applicable ordinances, and up-to-date building codes. This includes preparing, submitting, and obtaining necessary permits and maintaining required documentation. Practice proper safety techniques and promptly report any mechanical or electrical equipment malfunctions, injuries, or accidents.
Communication & Reporting: Frequently and proactively provides technical communications on project status, potential challenges, and proposed solutions to operation leaders. Monitors and verifies the tracker, then reports any deficiencies and specific actions required on individual properties to ensure the on-time and on-budget completion of the projects.
Essential Functions:
Sets standards for and follows established policies and procedures by monitoring and ensuring compliance with regulatory requirements, organizational standards, and operational processes related to area(s) of responsibility and reporting violations or infractions to appropriate individual(s).
Practices proper safety techniques in accordance with Company, property, and departmental policies, procedures, and standards by immediately reporting any mechanical or electrical equipment malfunctions, employee/visitor/resident injuries or accidents, or other safety issues to appropriate individual(s).
Identifies areas for improvement, offers suggestions to improve the overall efficiency and productivity of the Construction & Development business line, and introduces procedures and activities that control costs, improve quality, and drive efficiencies.
Keeps abreast of current changes in technology, processes, and standards within the industry and area(s) of responsibility by attending internal and external training classes, research and/or subscribing to the internet or other professional publications, or utilizing other appropriate method(s) to obtain business and professional information, and applies knowledge and practices to area(s) of responsibility.
Provide a preventative maintenance program to ensure the most economical, proper and safe condition of assigned properties.
Coordinate and complete maintenance inspections with all agencies, lenders, etc.
Monitor that daily inspections reports are being completed.
Perform maintenance inspections on vacant apartments to ensure proper operating conditions and appearance upon move-in as assistance is needed at any property.
Inspect all maintenance shops and storage rooms to ensure they are being maintained in an orderly fashion, are in compliance with safety regulations and are being properly secured.
Wear any required uniform or required PPE provided during work hours.
Ensure timely completion of all duties by maintenance staff personnel to minimize labor costs.
Comply with all Fair Housing Laws and FPI policies and procedures.
Conduct displayed must be of a professional manner when communicating with employees, residents, prospective residents, clients, vendors, and guests while representing FPI Management.
Responsible for meeting all training requirements for the position (Grace Hill, Safety Meetings, etc.).
