Manager, Community Services

Starting Salary Range: $84,495 - $101,395

GGRC is currently hiring for Manager, Community Services who oversees the activity of the Community Services Unit, including Resource Development, Housing Development, Supported Living Services, Employment Services, and Rates and Contracts work.  Additional responsibilities include research, planning and development of community resources and programs to meet the needs of Regional Center participants, development of new resources and community partnerships, cross agency training and collaboration, and communities workgroups as assigned.

This role offers a hybrid schedule offering the opportunity to work out of office in San Francisco, San Mateo and San Rafael, CA. This role will also require you to travel within the Counties of San Francisco, San Mateo and Marin. Occasional statewide travel to sites throughout California. Access to reliable transportation permitting travel to and between many different locations throughout the day to perform the outlined responsibilities of the position.

What You'll Do:

Staff Management

  • Interview, hire, train, supervise and coach staff
  • Provide staff with guidance and feedback on performance
  • Provide development opportunities for staff
  • Lead, mentor, and supervise a diverse team, ensuring alignment with agency goals and regulatory requirements.
  • Hold regular group and individual staff meetings to disseminate information and provide opportunities for feedback on operations, and enhance team effectiveness.
  • Manage work flow ensuring individual, Departmental and Agency mission and goals are being met/surpassed
  • Foster an inclusive and high-performance team culture that supports continuous improvement

Performance and Community Placement Plans

  • Development of Performance, Placement and Strategic Plans
  • Participate in the development, implementation and review of the performance contract with DDS
  • Develop plans for assessing service impact on individuals and families via a random, statistically significant survey, in coordination with Regional Center Services
  • Develop plans for assessing successful service outcomes in coordination with Regional Center Services
  • Prepare an annual report of GGRC’s performance in meeting the goals for a rolling ten-year period
  • Present a draft annual plan for individuals who have needs similar to those in the developmental center and for the “difficult to serve” to Management Advisory Committee
  • Monitor all plans on a regular basis to ensure that goals and expectations are being met; communicate shortfalls as needed; and adjust plans if possible as necessary

Services and Resources

  • Research and identify unmet needs for services/ resources
  • Direct identification, recruitment and contracting with service providers; ensure provision of information and technical assistance to potential and current service providers
  • Oversee program design, negotiate and secure approval on payment rates for current and new program and service providers
  • Oversee the development of Request for Proposals, contract development and implementation of start-up activities for resource development, including the management of state funds
  • Direct development or revision of departmental policies and procedures as they relate to changes in regulation or statute impacting areas of responsibility
  • Consistently monitor staff performance to ensure compliance of policies and procedures

Community Liaison

  • Represent the agency within the community relating to identified goals and initiatives
  • Participate in DDS, ARCA and other stakeholders with the Community
  • Coordinate public meetings for presentation of the plans
  • Attend Board of Directors meetings and participate on certain board committees relating to functions, etc.
  • Coordinate consumer/family satisfaction survey

Employment Initiatives

  • Oversee the Employment Specialist to ensure alignment with agency priorities related to competitive integrated employment (CIE), paid internship programs (PIP), and employment services for individuals served by the regional center.
  • Provide regular supervision, feedback, and professional development opportunities to support the Employment Specialist in achieving key employment-related goals.
  • Ensure compliance with Employment First policies, Title 17 requirements, and DDS directives regarding employment services and supports.
  • Collaborate with service providers, community partners, and government agencies (e.g., Department of Rehabilitation) to expand employment opportunities for individuals with developmental disabilities.
  • Monitor and assess employment program outcomes, including tracking data on job placements, retention rates, and wage progression for individuals supported.
  • Work with the Employment Specialist and GGRC case management teams to provide technical assistance, problem-solving, and service coordination support for individuals seeking employment.
  • Represent GGRC in employment-related workgroups, committees, and advocacy efforts at the local and state levels.

Housing Initiatives

  • Oversee the Housing Specialist to ensure alignment with agency priorities related to affordable and accessible housing development, including HUD 811, Community Placement Plan (CPP), and Community Resource Development Plan (CRDP) projects.
  • Provide regular supervision, guidance, and professional development opportunities to support the Housing Specialist in navigating housing-related policies, regulations, and initiatives.
  • Ensure compliance with Title 17, Fair Housing laws, HUD regulations, and DDS housing directives in the development and management of housing resources.
  • Collaborate with housing developers, property managers, local governments, and community partners to expand housing options for individuals served by the regional center.
  • Monitor and assess housing program outcomes, including tracking data on new units developed, lease-up progress, and housing retention rates for individuals placed in supportive housing.
  • Work with the Housing Specialist and GGRC case management teams to provide technical assistance and problem-solving for individuals seeking housing support, including assistance with rental subsidies, independent living, and permanent supportive housing.
  • Represent GGRC in housing-related workgroups, advocacy efforts, and interagency collaborations at the local and state levels to drive policy improvements and increase housing access.

Supported Living Services Initiatives

  • Oversee the Supported Living Specialist to ensure alignment with agency priorities related to Supported Living Services (SLS), Independent Living Services (ILS), and other in-home support models.
  • Provide regular supervision, guidance, and professional development opportunities to support the Supported Living Specialist in addressing challenges related to service delivery, provider compliance, and participant needs.
  • Ensure compliance with Title 17, Lanterman Act requirements, and DDS directives related to supported and independent living services.
  • Collaborate with SLS and ILS providers, case management teams, and community organizations to expand and enhance in-home support services for individuals served by the regional center.
  • Monitor and assess program effectiveness, including tracking participant outcomes, provider performance, and service utilization trends.
  • Work with the Supported Living Specialist and GGRC case management teams to troubleshoot service issues, improve provider capacity, and support individuals in maintaining stable living arrangements.

 Service Provider Rates

  • Ensure that the Rate Specialist, under the direct supervision of the Resource Development Supervisor, supports rate development, contract negotiations, and compliance with DDS rate-setting policies.
  • Collaborate with the Resource Development Supervisor to ensure that rate-setting practices align with Title 17 regulations, DDS rate reform directives, and GGRC’s internal policies.
  • Support the Rate Specialist in reviewing and analyzing provider rate proposals, Usual & Customary Rate documentation, and rate exception requests to ensure consistency and compliance.
  • Work closely with the Vendorization Unit and Fiscal Department to troubleshoot rate discrepancies, ensure accurate invoicing, and address provider inquiries related to reimbursement rates.
  • Oversee the implementation of DDS rate reform initiatives, including guiding the Rate Specialist and Resource Development team through new rate structures, timelines, and provider communications.
  • Provide technical assistance and training to the Resource Development team and other GGRC staff on rate-setting policies, contracts, and financial compliance requirements.
  • Ensure compliance with specialized resource rate structures, including:
  • Enhanced Behavioral Supports Homes (EBSH) – Oversee rate negotiations, funding allocations, and provider compliance with EBSH service level rates, supplemental staffing models, and individualized funding requirements.
  • Ensure compliance with specialized resource rate structures, including Enhanced Behavioral Supports Homes (EBSH) and Community Crisis Homes (CCH), by overseeing rate negotiations, funding allocations, and provider compliance with established service level rates, staffing models, and individualized funding requirements to support individuals with High-intensity and crisis stabilization needs.

 Special Projects

  • Lead and oversee implementation of Electronic Visit Verification (EVV), ensuring compliance with federal and state mandates, provider adoption, and integration with GGRC systems.
  • Oversee GGRC’s Provider Directory implementation, ensuring providers meet compliance requirements, maintain accurate information, and align with DDS Quality Incentive Program (QIP) initiatives.
  • Support and facilitate AB 637 waiver proposals, working with internal teams and DDS to identify service model flexibilities, draft proposals, and track progress on approved requests.
  • Direct or support the implementation of new DDS initiatives, legislative changes, and regulatory updates, ensuring GGRC remains compliant with evolving requirements.
  • Provide technical assistance, staff training, and provider guidance on new policies, program rollouts, and funding opportunities.
  • Manage ad hoc special projects as assigned, ensuring efficient execution and alignment with agency priorities and regional center system goals.
  • Monitor pending legislation relating to areas of responsibilities; prepare summaries and recommend action steps on legislation
  • Prepare statistical/analytical reports, surveys, summaries, budgets, and plans as necessary; prepare and transmit reports and respond to information requests to DDS as required
  • Participate in special projects, and assist with additional duties or tasks, as assigned
  • Maintain all client information as confidential in compliance with the federal Health Insurance Portability and Accountability Act of 1996 (HIPAA) and the California Lanterman Act

Education

  • Master’s Degree in Social Work, Public Administration, Business Administration or related human services field

Experience

  • 10+ years post-graduate work with individuals with developmental disabilities
  • 5+ years in supervision at a social service or similar agency providing community service
  • Experience in interpreting regulations on service provision and quality assurance

Skills

  • Ability to convey complex information and ideas in a clear, concise and professional manner verbally and in writing using proper grammar, spelling and punctuation
  • Ability to speak to large and diverse groups of shareholders and community partners
