The Oregon Health Authority has a fantastic opportunity for a Provider Outreach and Engagement Advisor to join an excellent team. This is a Full-Time, Permanent, Management Services-Management position with the External Relations Division.

The AA Salary Range for this position is between $7,353.00 to $10,827.00 per month.

What you will do!

The Provider Outreach and Engagement Strategist (Provider Strategist) will conduct outreach and engagement activities targeting Federally Qualified Health Centers, Rural Health Clinics, Hospitals, private clinics, and other decision makers to establish ongoing collaborative partnerships that improve communication with providers and enhance the member experience. This position is also responsible for ensuring that technical support is provided to Application Assistors and Outreach Enrollment Workers located in Federally Qualified Health Centers (FQHCs) throughout the state, as well as to medical providers who assist the Oregon Health Authority/Medicaid Division in reaching out to and enrolling Oregonians into the Oregon Health Plan and Qualified Health Plans. The Provider Outreach and Engagement Coordinator will collaborate with the OCHE’s Leadership to design and implement a campaign that maximizes outreach, fosters new partnerships, and supports existing partnerships with providers.

The Provider Strategist is responsible for working with providers and provider associations around the state to share information about the Oregon Health Plan and the CPOP, exchanging outreach ideas, and identifying new opportunities for strengthening OHA/External Relations Division (ERD)/Public Health Division (PHD)/Medicaid Division and Behavioral Health Division relationships with enrolled providers. This position will develop systems and analytical methods to effectively implement and sustain provider-based outreach, determining existing deficiencies and crafting improvements.

This position will be required to consider the direct and in-direct long-range effects that outreach to and introduction of providers to certified application assisters will have on the public, other state programs, and the health provider industry. This position will also work with the communications and marketing staff to develop effective materials for use in outreach and engagement efforts. This position will conduct in-reach to OHA departments and divisions that serve providers, aligning communications and outreach strategies. This position must identify opportunities and/or barriers to facilitating outreach and enrollment among providers. The position will analyze current outreach methods and policies, making recommendations for changes, including an assessment of the impact these changes would have on clients and the community.

The Provider Strategist will help formulate policy and design operational systems to support policy direction. The Provider Strategist will also provide support and advise agency management on the benefits of different policy options. The position will lead policy task forces comprising agency staff and outside decision-makers to address legislative and policy changes. Evaluate and develop comprehensive evaluation of effects on agency operations. Research current trends in subject areas related to agency operations, formulate policies, and suggest legislative changes to support philosophy or changes in practice. The Provider Strategist will provide support to OCHE’s leadership on special projects to develop educational and support materials that promote and align with the triple aim and core values of our agency.

What we are looking for:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

  • Must be able to organize and prioritize work to meet deadlines and have flexibility, work demand tolerance and exhibit written and oral communication skills including effective communication with coworkers.
  • Must be proficient in Word, Excel and Powerpoint.
  • Strong Medicaid knowledge, particularly with experience in Medicaid complaints and grievances, work with Coordinated Care Organizations and/or professional or lived experience working, advocating and/or navigating Oregon’s Medicaid system preferred.
  • Case management or advocacy experience, preferably with populations most impacted by health inequities.
  • Demonstrated skills in organizational collaboration, alternative dispute resolution and/or relationship-based approaches to resolving conflict.
  • Demonstrated ability to translate individual experience into systems improvement and advocacy, particularly within Medicaid and/or other health settings. 
  • Demonstrated cultural awareness and cultural humility.
  • Demonstrated ability to steward relationships with diverse groups.
  • Strong communication skills (written and oral) with ability to persuade and to communicate complex topics in understandable ways. Demonstrated effective communication with coworkers, OHA leadership, CCO staff , OHP members, and other members of the public.
  • Ability to manage multiple tasks and effectively manage and advocated for members experiencing extreme frustration with health systems and state government.
